1960년대의 동아시아 지역주의와 호주외교: ASPAC을 통한 동아시아 관여

Abstract

아시아 태평양 이사회(Asian and Pacific Council: ASPAC)에 대한 종래의 인식은 1960년대 중반 한국이 주도가 되어 만든 반공동맹, 반공연합이며, 미중화해로 인한 데탕트의 도래와 함께 와해되었다는 것이었다. 하지만 이러한 일반적인 인식과는 달리 당시 ASPAC 가맹국의 일원이었던 호주정부는 ASPAC에 반공동맹적 성격을 부여하기 보다는 지역국가들이 모여 지역문제를 기탄없이 논의하는 느슨한 정치 협의체로의 발전을 모색하였으며, 이를 통해 지역연대감, 지역의식의 조성을 추구하였다. 이 논문에서는 1960년대 호주정부가 아시아문제에 적극적 관심을 가지고 관여하게 된 배경과, 호주의 ASPAC 외교 특히「아시아판 영연방회의」로의 발전을 추구한 호주정부의 정책의도와 그 귀결을 그리고자 했다. ‘아시아판 영연방회의’는 ASPAC에 대한 수정적 해석 즉 ASPAC이 자유진영과 중립진영 국가들을 포함한 아시아 비공산주의 국가들 간의 연대를 모색함에 있어 하나의 대안으로서 발전할 가능성이 존재했었음을 시사해 준다.It is usually regarded that Asian and Pacific Council(ASPAC) was anti-communist alliance or anti-communist union which was initiated by Korean government and collapsed with Sino-American detente. However, Australian government which is one of ASPAC member countries, pursued it as an international group discussing areal issues but carrying less binding power than an anti-communist alliance. This article focuses on the reason that Australian government engaged in Asian political issues with great enthusiasm during the 1960’s and the political intention that Australian government tries to develop the ASPAC as an ‘Asian version of Commonwealth conference’. This conference suggests the possibility that ASPAC could have been developed into the countermeasure to explore ways toward solidarity among the non-communist Asian countries which include the Free World as well as Non-Aligned countries.
