공공 생명윤리와 전문성의 정치: ‘생명윤리자문위원회’의 사례

Abstract

생명과학기술의 급속한 발전이 다양한 윤리적 문제들을 제기함에 따라 ‘생명윤리’의 사회적 중요성과 영향력도 점차 높아지고 있다. 그러나 생명윤리에 대한 사회(과)학 연구는 아직까지 활성화되지 못하고 있는 실정이다. 최근 들어 학문분과, 전문지식체계, 그리고 제도화된 실천으로서의 생명윤리 자체를 사회학적으로 탐구하는 ‘생명윤리의 사회학(sociology of bioethics)’ 연구가 축적되고 있으며, 학제 간 과학기술학(Science & Technology Studies) 분야에서도 유사한 연구들이 진행되고 있다. 특히 후자는 생명과학기술의 윤리적 문제를 공적으로 논의하는 숙의기구에 의해 정의되고 활용되는 생명윤리, 즉 ‘공공 생명윤리(public bioethics)’의 장에서 과학, 윤리와 정치의 경계가 어떻게 구성되는지, 과학과 생명윤리 전문성의 정치동학은 어떠한지 등에 대한 흥미로운 통찰을 제공하고 있다. 본 논문은 이들의 문제의식을 수용하여 한국에서의 ‘공공 생명윤리’를 분석하고자 한다. 2000년 11년에서 2001년 8월까지 과학기술부 산하에 설치되어 (가칭)「생명윤리기본법」의 기본골격을 만들었던 생명윤리자문위원회를 사례로 하여 그 성격과 심의 활동 및 이에 수반되었던 전문성의 정치동학을 살펴볼 것이다.As rapid advances in the life sciences and technologies have raised a range of ethical issues, the social importance and influence of ‘bioethics’ are also increasingly being recognized. However, the issue of bioethics has not been given much attention by sociologists and other social scientists. More recently, the subfield of sociology of bioethics has emerged and begun to approach bioethics as an object of inquiry in itself, exploring it as an academic discipline, expertise, institutionalized practice, and discursive formation. The interdisciplinary field of Science & Technology Studies(STS) has also moved in that direction and produced a number of interesting case studies on bioethics. In particular, STS studies of ‘public bioethics’―that is, bioethics as defined and employed by deliberative bodies devoted to public ethical inquiry―have provided interesting analyses of the political dynamics of scientific and bioethical expertise and of how the boundaries of science, ethics, and politics are (re)constructed at various public bioethics bodies. Relying on the insight from these studies, I will examine the Korean Bioethics Advisory Commission(2000.11～2001.8)―the first public bioethics experiment in South Korea―and its politics of expertise.
