복지공급의 대안모델로서 일본의 기업복지 재검토

Abstract

금융위기 이후 중산층의 빈곤탈락 등 증가한 복지수요가 대부분의 국가에 최우선 과제로 부각되고 있다. 또 그 대안은 지금까지의 시장만능적인 신자유주의에서 탈피해 정부역할, 복지강화, 민관협력 등의 수정된 자본주의로의 부분벅인 회귀이론이 일반적이다. 본고는 복지국가의 구축을 위해 현재단계에서는 복지재원 및 전달체계 등에서 장애요소가 있다는 점을 전제로 그 중간단계로 기업복지의 확대강화를 현실적이며 구체적이고 실효적인 대안모델로 제안한다. 일본의 기업복지는 정부의 재원한계, 기업의 내부유보, 과거의 선행경험등의 측면에서 타당성을 갖지만, 그것이 대안모델로서 채택되기 위해서는 우선기업인식의 전환, 정부의 간접지원, 사회적인 공감확산 등이 해결과제로 남는다. 물론 기업반발과 수혜한계 등 기업복지는 약점도 갖는다. 예를 들어 기업복지가 이미 기득권층인 대기업과 정규직 등에만 그 복지수혜를 제공한다는 역진성과 차별성이 대표적인 한계다. 그럼에도 불구하고 기업복지는 늘어나는 복지수요를 경감시킬 수 있고, 노동시장의 불확실성을 완화할 뿐만 아니라 새로운 복지모델 구상압박 중에 부각된 재원부족의 딜레마에 빠진 일본정부에 적어도 시간을 벌어주는 역할을 할 수 있다고 판단된다. 따라서 기업복지의 재검토는 현실상황을 감안할 때 비교적 유력한 대안모델로서 평가할 필요성이있다.Increased demand for welfare is being emphasized in many countries as first priority policy after the financial crisis because of suffer from poverty in the middle-class. And a partial regression to a modified capitalism from neo-liberalism is generally discussed. This paper start from acknowledgement of high obstacles that are focused the welfare fund and welfare delivery system to expand corporate welfare in current phase. So as an intermediate step for a welfare society, the reinforcement of occupational welfare system is needed to be a good alternative model. because this model is much realistic, concrete, and effective. especially Japan`s occupational welfare system have validity in terms of the government`s fiscal limits, company`s abundant internal reserves, and previous experience of that model. but there are some problems for adaption of alternative system, such as mind change of corporation, indirect support of government, and development of a bond of sympathy. Of course, occupational welfare system of Japan has important dilemma or weakness like company`s resistance and limit recipient. for example, this model has typical vulnerability which means reversibility and limitation. because welfare benefit is offered only major large companies and full time workers. Nevertheless, at least occupational welfare system play an important role that gains time and effort for Japanese government suffering by lack of funds against growing welfare demands as well as claim of new welfare model solving a uncertainty of the labor market and reducing a welfare demand. Therefore, it is necessary to a prospective review of Japan`s occupational welfare system based on real hard situation as a valid alternative model.
