노인복지관의 여가문화시설 현황 및 사용자 만족도에 관한 연구

Abstract

최근 노인인구가 급격히 증가함에 따라 기존의 노인복지개념이 경제적으로 어려운 계층의 노인들을 중심으로 서비스를 제공하던 것에서 경제적으로 여유가 있고, 신체적으로 건강한 노인들을 대상으로 서비스를 확대하고 있다. 이에 따라 노인여가문화시설인 노인복지관이 지역거점의 노인여가 문화시설로 그 역할을 수행할 수 있도록 정부차원에서도 매년 시설의 수를 증가하고 있는 추세이다. 하지만 노인복지관의 법규상 설치규정이 연면적과 필요실에 대한 최소한의 가이드만 제시되어 시설계획에 있어 사용자의 요구가 반영되지 않아 이용상의 다양한 문제점을 가지고 있다. 이에 본 연구 목적은 노인복지관 여가문화시설의 공간 특성을 조사하고 이용현황 및 만족도를 파악하여 바람직한 여가문화시설의 실내공간 설계방향을 제시하고자 한다. 본 연구는 노인복지관의 프로그램을 기능별로 분류하고 기능에 따른 공간구성 실태를 현장 사례조사를 실시하였다. 현장 사례조사를 바탕으로 수도권에 위치한 노인복지관 7곳을 대상으로 이용특성 및 만족도에 대한 설문조사를 실시하였다. 조사결과 노인들의 여가생활을 위한 양질의 실내공간을 제공하기 보다는 프로그램의 종류에 따라 단편적으로 수행할 수 있는 최소한의 실의 면적과 가구 및 집기들이 일반적이고 획일화된 형태로 계획되었다. 프로그램실의 배치는 학습, 예능, 건강, 편의시설 등이 혼재된 형태로 배치되어 프로그램의 종류에 따라 소음이 많이 발생하거나 이용자의 동선에 불편을 주었다. 또한 실의 쾌적한 환경을 위한 환기 및 통풍 계획 및 프로그램의 종류에 따른 차별화된 디자인 계획이 미흡하였다. 또한 설문조사결과 타 시설에 비해 실의 기능에 부합되게 계획된 편의시설에 대한 만족도가 가장 높았고 건강시설에 대한 만족도가 가장 낮았다. 건강시설은 실 규모의 협소함과 운동기구 등이 충분하지 않았고, 타시설에 비해 실과 어울리지 않는 디자인 계획으로 인해 시설에 대한 만족도가 저조하였다. 이에 여가프로그램의 기능에 부합되는 공간계획과 이용자 관점에서 보다 더 섬세한 디자인 계획이 필요하다.Recently, the number of enior population ha been rapidly increaed, and the enior welfare ervice ha been expanded not only to the enior with economically poor condition but to the enior with healthy economic and phyical condition. The enior Welfare Center in local region play an important role a a leiure and culture facility for the enior and it number ha been increaing with a government upport. However, the utility condition and atifaction in many enior welfare center are inadequate ince only a limited guideline for etablihing the center i provided and uer demand are not applied in the contruction regulation. The purpoe of thi tudy i, therefore, to examine the utility condition and uer atifaction of leiure and culture facilitie in enior welfare center in order to provide a pecific guideline for the interior plan from the uer view point. Firt, the concept, pace propertie of enior welfare center were examined. Baed on the previou tudy, thi tudy claified the enior leiure-culture program by function and analyed condition of pace organization by filed tudy. Moreover, thi tudy ued the urvey to examine the uer atifaction in the elected 7 enior welfare center by ampling method. A a reult, minimum room ize, furniture, and appliance with which a program can be conducted were planned in general and one-ided form rather than to upply good indoor pace for leiure life of the elderly. Layout of program room wa in mixed form of learning, entertainment, health, convenience facility etc. o that noie occurred much according to kind of program or it gave inconvenience to uer` moving line. And ventilation plan for pleaurable environment and differentiated deign plan according to kind of program were poor. Alo, atifaction urvey reult for convenience facilitie for the highet atifaction with the lowet health facility. Convenience facilitie plan to upport the function of the room, but the health facilitie did not have enough, uch a exercie equipment, room and facilitie do not match becaue of the deign plan for the atifaction wa lower. Accordingly, pace plan fit to function of leiure program and elaborate deign plan from viewpoint of uer are neceary.
