도로부문 민간투자사업의 적정 수익률에 대한 연구

Abstract

본 연구의 목적은 우리나라 도로 민간투자사업의 특성을 고려한 적정 수익률 산정 방법을 연구하고 그 결과를 바탕으로 기존 수익률 산정 방법의 개선방안과 사업 수익률을 낮추기 위한 방안을 찾고자 하는데 있다. 적정 수익률을 도출하기 위해 대상 사업의 위험과 자금의 유동성 등을 고려하는 조정 자본비용 모형과 자산의 위험과 수익 사이에 존재하는 균형관계에 기반한 CAPM 모형을 사용하였고 이렇게 도출된 적정 수익률을 민간투자사업의 실제 수익률과 자본 조달비용(가중평균자본비용)과 비교분석함으로써 국내 민간투자사업 수익률의 적정성을 규명하고자 했다. 분석결과, 2005년 이전에 시행된 MRG가 수반된 사업들은 적정 수익률 이상의 과도한 이익을 향유하고 있지만, 2005년 이후의 사업들은 실제 수익률이 적정 수익률에 비해 낮음을 확인할 수 있었다. 그러나 민간투자사업에 들어가는 자본 조달비용을 고려할 때, 국내 민간투자사업이 아직까지 매력적인 투자대상이라는 점도 확인되었다. 또한 현재 이슈가 되고 있는 민간투자사업에 대한 ‘과도한 수익률 논쟁’은 MRG가 수반된 초기 민간투자사업에만 해당되고 이후의 민간투자사업들은 적정 수익률 이하 수익률을 올리고 있어 이들에 대한 비난은 근거가 없는 것으로 드러났다.The objective of this study is to examine the methodology for the reasonable rate of return considering the characteristics of the domestic PPI road projects and to find a way to lower the rate of return. To derive the reasonable rate of return, the model of the adjusted cost of capital and the CAPM model are employed and it is compared to the actual rate of return and the weigted average cost of capital(WACC) for the PPI projects. The result shows that the projects initiated before 2005 that involve MRG had excessive earnings whereas the projects after 2005 without MRG had the actual returns lower than the reasonable returns. However, the PPI projects still seem to be profitable considering the cost of capital. In addition, it turns out that the recent social issue of 'the excess return in the PPI projects' should be applied to the PPI projects with MRG at the earlier stage because the projects thereafter have generated the rate of return less than the reasonable level.
