프로젝트 수행단계별로 본 리더십 유형의 영향: 국가 R&D 프로젝트를 중심으로

Abstract

최근 국가와 기업에서 연구개발에 대한 중요성은 꾸준히 강조되고 있고 국제적으로도 R&D 투자의 실적은 증가해왔다.R&D의 효율적, 효과적 수행을 통한 성과제고는 중요한 이슈로 제도적 보완과 정책적 지원이 지속적으로 이루어지고 있다.그러나 R&D 프로젝트 수행에 직접 참여하는 연구원(硏究員, researcher)의 프로젝트 관리적인 역량에 대한 점은 깊게 고려되지 못하고 있으며 따라서 프로젝트를 어떻게 수행·관리해야 하는지에 대한 연구와 관심이 매우 부족한 상황이다. 특히 R&D 프로젝트를 총괄하는 기관과 조직에 대한 관심이나 프로젝트 성과에 대한 관심 등과 비교하여 프로젝트를 직접 수행하는 연구원의 리더십 역량에 대한 분석과 제고 방안에 대해서는 연구가 충분하지 못하다.본 연구에서는 프로젝트에서 사용되는 리더십의 유형과 각각의 장단점을 정리한 후, 국가 R&D 프로젝트에서 진행 단계에 따라 필요한 리더십 유형이 달라지는지 살펴보고, 아울러 어떠한 리더십 유형이 가장 선호되는지 파악해 보았다. 국가 R&D 프로젝트에 참여해 본 경험자들을 대상으로 설문조사를 하였으며, 이를 분석하여 프로젝트 수행단계별로 적합한 리더십 유형은 어떤 것인가를 정리해 보았다.이종(??種)기술 간의 융합화로 국가 R&D프로젝트는 다양한 분야의 기관, 기업의 사람들이 협업하여 수행되고 있다. 이러한 상황에서 프로젝트 수행, 운영 등 경영과 관련된 분야를 전공한 리더가 필요하지만, 그렇지 못한 경우 적정한 리더십을 통해 성공적인 프로젝트 수행을 위한 안내와 제시가 필요하다. 일정, 자원, 조직관리 등 프로젝트를 기반으로 수행되는 표준화된 프로젝트경영을 적용하여 수행·관리된다면 국가 예산의 효율적인 사용 등 자원 활용의 효과가 극대화 될 것이다.The investment in national R&D projects has been increasing steadily in Korea as well as in other countries.Although there are many important factors for the success of the R&D projects, the leadership capability of the participating researcher cannot be overlooked. While the management system for the national R&D projects receives much attention, it is often overlooked that there must be a good leadership to integrate the effort of the research team and to achieve the goals of the R&D projects.This paper reviews the available leadership types and their strengths and weaknesses, and tries to find out whether there are appropriate leadership types for each stages of the national R&D projects. Survey questionnaire was used, data were collected from the participants of the national R&D projects, and analyzed to find out the relationship between the leadership types and the stages of the national R&D project.The results show that certain types of leadership are preferred depending on the progress and the stages of the projects. Also, it is found that several types of leadership types may be required even within one project depending on the stage of the project progress. Thus, it will improve the project performance if research team leaders can exercise and use different types of leadership.
