우리나라 문화행정의 분권화 양상에 관한 연구 - 정부 간 관계 모형을 활용한 광역문화재단의 지역협력형 사업운영추세 분석 -

Abstract

이 연구의 목적은 지역협력형 사업 추진에 있어 지방문화행정기구의 분권화 정도를 정부 간 관계 모형을 활용하여 파악하는 데 있다. 이를 위해 한국문화예술위원회를 중앙문화행정기구로, 서울과 인천 광역문화재단을 지방문화행정기구로 설정했고, 지역협력형 사업 추진에 있어 중앙과 지방의 문화행정기구 간에 어떤 관계가 나타나는지 분석했다. 이 연구의 분석틀로는 전통적인 정부 간 관계 모형인 대리인모형과 동반자모형, Rhodes(1981)의 권력의존모형, 그리고 Chandler(1991)의 마름모형을 활용했다. 또한 지방문화재단에 대한 중앙의 통제 정도를 파악하기 위한 설명 지표로 한국문화예술위원회에 대한 광역문화재단의 ‘예산의존도’와 ‘사업운영의 자율성’을 사용했다. 이 연구의 분석 결과는 다음과 같다. 첫째, 지역협력형 사업 내 세부 사업에 따라 한국문화예술위원회와 광역문화재단의 관계는 각기 다른 유형으로 나타났다. 둘째, 시간의 흐름에 따라 서울문화재단은 권력의존모형 및 대리인모형에서 동반자모형을 향해 점차 이동했으나, 인천문화재단의 경우 마름모형과 권력의존모형이 그대로 유지되었다.The purpose of this paper is to explore the trend towards the decentralization of local cultural foundations in implementing the regional cooperative programs delegated by the central agency. Intergovernmental relationship (IGR) models were employed to analyze the relationship between the central cultural policy agency, the Arts Council Korea, and local agencies, the Seoul and Incheon Foundations for Arts and Culture. Four IGR models were used in the analysis: the agency model, partnership model, power dependence model, and stewardship model. In addition, budget dependence and program autonomy were used as two indexes by which to measure the degree of central control exerted over local agencies. It was found that the relationship between the Arts Council Korea and the two local cultural foundations varied according to the sub-programs operated within the regional cooperative program. From a longitudinal perspective, the Seoul Foundation for Arts and Culture gradually moved away from the agency model and power dependence model towards the partnership model, while the Incheon Foundation has remained with the stewardship model and power dependence model.
