종교와 국가의 위험한 밀회: 우리나라 종교지원정책에 대한 비판적 고찰

Abstract

한국사회에서 종교와 국가는 불륜 같은 밀회를 계속해오고 있다. 이 논문은 우리나라의 종교정책, 특히 종교에 대한 정부지원의 실상을 파악하고 문제점을 비판한다. 우리나라는 헌법에 정교분리 원칙을 명시한 세속국가임에도 불구하고 종교에 대한 각종 다양한 정부 지원과 혜택이 제공되고 있다. 그러나 이러한 지원이 과연 정당한 것인지, 지원되는 예산의 용처와 규모가 과연 합당한 것인지, 각 지원사업들이 과연 바람직한 정책성과를 거두는지 등에 대해서는 공개적인 논의가 이루어진 적이 없다. 이 논문에서는 구체적으로 문화체육관광부 종무실의 예산지원 사업들을 상세히 살펴보고 설문조사를 통해 전문가 및 시민들의 의견을 검토한다. 일반 국민들은 물론 대다수 행정학자들은 종교정책에 관하여 잘 알지도 못하고 관심도 없다. 이러한 무관심과 무지 덕분에 종교에 대한 정부지원은 비판의 사각지대에서 은밀하게 이루어지고 있다. 이는 공공행정이 추구해야 할 가장 중요한 덕목인 민주성과 효율성 모두를 심각하게 위배하는 상황이 아닐 수 없다. 뿐만 아니라 종교에 대한 물질적 지원은 자칫 종교 자체를 병들게 하는 독약이 될 위험성이 매우 크다. 이를 방지하기 위해서는 정교분리 원칙의 보다 엄격한 준수가 필요하다.This paper seeks to reveal the current state of affairs with regard to the government’s support for religion in Korea. The Korean constitution clearly declares the principle of the separation of politics and religion. Nevertheless the government has been providing various policy benefits for religion ever since the First Republic. However, there has been virtually no public debate as to the legitimacy and validity of such religion support policies. Professional scholars of public administration as well as ordinary citizens in Korea have shown almost no interest in this matter. Due to the indifference and ignorance of most people, the government’s support for religion has been implemented covertly. This is a clear violation of democratic virtues and resource allocation efficiency. The most serious and tragic problem is that material support is no better than a lethal poison that corrupts religion. A simple questionnaire survey was carried out as part of the analysis to examine the validity of each individual subsidy program of the Religious Affairs Office of the Ministry of Culture, Sports and Tourism.
