Commuting Mode Choices of New Towns and Mini New Towns in the Seoul Metropolitan Area

Abstract

본 연구는 수도권 1기 신도시의 대표 도시인 분당과 일산에 대한 자동차 의존성과대중교통 선택 특성을 주변 지역과 비교 분석하고자 시도되었다. 이 두 신도시들은 5개의 1기 신도시 중에서 가장 규모가 커서 논의와 연구들의 주요 대상이 되어왔다. 그 비판 중에서 대표적인 것이 결과적으로 자동차 의존성을 높였다는 주장이다. 그러나 이 두 도시들의 개발 이익을 통하여 광역 교통망이 확충되었을 뿐만 아니라, 지하철 노선이 연장 건설되어기 때문에 앞의 주장을 확신하기는 어렵다. 또한, 대규모 1기 신도시의 대안으로 개발된 미니 신도시를 고려한다면 그 주장은 맞지 않을 가능성이 높다. 본 연구는 이들 교외 신개발에 대한 평가를 위해서 이 두 도시를 포함하고있는 성남시와 고양시내에 교외 개발 특성에 따른 통근 수단 선택 결정 요인에 분석을 시도하였다.신도시와 미니 신도시에 대한 교외 개발의 대안적 공간으로서 기성시가지를 포함한 분석을 시도하였다. 이를 위하여 2002과 2010년의 가구통행실태조사를 이용하여 통근 수단 선택에 미치는 요인들을 로짓회귀분석을 이용하여 분석하였다. 분당과 일산은 성남과 고양이라는 같은 행정구역내에 있는 다른 미니 신도시와 기성시가지에 비하여, 대중교통 수단 확률이 높은 경향을 보이고 있는 것으로 확인되었다. 미니 뉴타운과 기성시가지가 자동차 의존적인 경향을 보이고 있었다. 이와 같은 경향은 분당과 일산이 자동차 의존적이라는 직관적인 주장이 잘못되었다는 것을 실증시켜 주며, 정부가 기성시가지에 대한 대중교통 인프라 구축에 소홀히 했을 가능성을 추정케하는 결과로 해석된다.This paper aims to assess automobile dependency and public transport use in the first stage new towns of Seongnam and Goyang in the Seoul Metropolitan Area (SMA). To identify the transportation problems that plague Bundang (in Seongnam) and Ilsan (in Goyang), the paper focuses mainly on the transportation mode choices and behaviors of commuters. The article assumes three types of developments-first stage new towns (Bundang and Ilsan), mini-new towns and previous towns- have different levels of automobile dependency in the same administrative boundaries such as Seongnam and Goyang. Household Travel Data Surveys (OD data) in 2002 and 2010 were adopted in a binary logistic model to explain commuters' modes choices in the two cities. The research results showed statistically different implications for the commuters' mode choices by different developments types in the suburban areas of the SMA. The paper concludes that Bundang and Ilsan new towns do not necessarily bring automobile dependency; rather, the mini-new towns and previous towns are strongly associated with automobile dependency.
