유라시아의 지역통합 : 유라시아연합 구상의 조건과 과제

Abstract

이 논문의 목적은 유라시아연합(EU) 구상이 이루어지기까지의 배경과 그 제약조건 및 과제, 그리고 유라시아연합이 이 지역에 어떠한 잠재적인 효과를 미칠 수 있을지를 검토하는 것이다. 제2절에서는 CIS에서 유라시아경제동맹(EEU)에 이르는 발전과정을 유라시아경제공동체(EurAsEC), 관세동맹(Customs Union), 그리고 공동경제구역을 중심으로 검토한다. 제3절에서는 유라시아연합의 제약과 한계를 경제적인 측면, 주권 상실의 우려, 지정학적 전략이라는 측면에서 살펴본다. 제4절에서는 유라시아연합의 발전전략과 잠재력에 대한 논의를 중심으로 향후의 가능한 발전방향을 전망한다. 마지막 결론에서는 이상의 논의를 정리하고 유라시아 지역통합의 시사점과 향후 해결해야 할 과제를 간략히 제시한다. 포스트소비에트 국가들의 지역통합은 적지 않은 장애에 직면해 있지만 장점도 크다고 할 수 있다. 러시아가 영향력을 발휘하여 포스트소비에트 국가들을 어느정도 통합 움직임에 참여시키고 그것을 유지하는 것은 가능하지만, 각 국가가 자발적으로 혜택을 느끼는 지역통합체가 아니면 미래의 발전은 기대할 수 없을 것이다. 따라서 유라시아연합을 통한 지역통합을 성공시키기 위해서는 포스트소비에트 각국의 정치·경제적 수준을 제고해야 할 필요가 있으며 각 국가가 스스로 혜택을 인식하여 통합에 참가하는 것이 전제가 된다. 지금까지 포스트소비에트 공간에서 이루어진 많은 지역통합 시도는 상호 배타적이지 않다. 지역화된 각 프로젝트를 발전시키고 중첩되는 프로젝트를 다시 네트워크화하고 지역통합이 여러겹으로 중첩되게 함으로써 더욱 깊은 통합을 실현할 수 있을 것이다. 즉, 작은 지역통합의 발전은 더욱 큰 지역통합의 성공으로 이어질 수 있는 조건이 될 수 있다. The purpose of this paper is to examine the background and challenges, constraints and potentials of the Eurasian Union(EU) initiative in post-Soviet space. At first, we review the development from the CIS towards the Eurasian Economic Union, focusing on the evolution of the Eurasian Economic Community(EurAsEC), the Customs Union(CU), and the Common Economic Space(CES). Next, we look at the constraints and challenges of the Eurasian Union in terms of economic aspects, concerns on losing sovereignty, and geopolitical aspects. Then, we envisage the possible development direction in the future, centering around the discussions on the development strategies and potentials of the Eurasian Union. In concluding part, we summarize the discussions and briefly propose implications of the Eurasian regional integration and its challenges in the future. Although post-Soviet countries face with considerable constraints with respect to regional integration, it also will be able to bring a lot of benefit. It is possible that Russia can exert influence on the post-Soviet countries to participate in the integration organization and keep it to some extent, but future development can not be sustained without regional integration body in which each country feels benefits by themselves. Therefore, in order for the regional integration through the Eurasian Union to be successful, it will be necessary to improve the political and economic level of the each post-Soviet country, and it will also be a prerequisite that each country themselves should recognize its benefits before they participate in the integration. There have been various attempts for regional integration in the post-Soviet area so far, and they are not mutually exclusive. Deeper integration can be achieved by developing many regionalized projects, networking interweaved projects again, and making integration attempts overlap with several layers. That is to say, development of small sized regional integrations can be a prerequisite for the successful achievement of a large scale regional integration.
