한국 공익재단의 사회적 구성: 역사적 발전과정을 중심으로

Abstract

전 세계적으로 국가마다 상이한 문화와 정치경제적 풍토를 가짐에 따라 독특한 제도적 틀로부터 배태된 각각의 재단 발달 모형이 발달하여 왔다. 결국, 재단도 그 사회와 현존하는 사회적 관계 속에 어떻게, 얼마만큼 제도적으로 배태되어 있는가에 따라 그 모습과 양태가 상이하게 결정된다. 본 연구는 재단이 가지는 이론적 배경을 경제사회학적으로 재구성하기 위해 재단의 ``사회적 구성``이라는 분석틀을 도입하여 재단의 형성 및 자리매김의 과정을 분석하였다. 이를 바탕으로 본 연구는 논의의 초점을 국내 재단에 맞추어 이들의 역사적 발전과정을 시기별로 나누어 분석하였다.본 연구결과, 20세기 초 미국의 재단 설립 시기에 나타났던 것과 마찬가지로 국내의 기업가나 부자들도 사회적 비판에 대응하는 차원에서 재단을 설립한 것으로 나타났다. 이는 국내에서도 과도한 부의 집중 문제를 해결하기 위해 만들어진 하나의 제도적 해결책으로 재단 설립이 활용되었다는 의미이다. 또한 본 연구는 국내에서 재단이 사회적으로 구성되는 과정에 역사적 사건들의 부침과 재벌체제라는 제도적 환경이 큰 영향을 미쳤음을 발견하였다.A unique model of public foundations has developed according to the specific policy framework that reflects diverse national culture and political-economic context. Ultimately, the appearance and perception of foundations are shaped by how and to what extent they are embedded in the social relations and the policies they reflect. This study seeks to reconfigure the theoretical background of public foundations from the perspective of economic sociology. By incorporating an analytical framework called the social construction of foundations, it analyzes the processes of their construction and embeddedness. Based on this, this study focuses on the Korean public foundations in analyzing their historical developmental processes according to different phases. The results indicate that, in Korea, corporate businessmen and the rich have set up foundations in response to social criticisms, which can be interpreted as their attempts to use the foundations as a solution to the problems surrounding the concentration of excessive wealth.
