Do parents really choose schools based on school quality criteria? Evidence from the National Household Education Surveys (under review)

Abstract

학교선택제에 대한 기존의 개념적 틀은 주로 신고전주의 경제학적 관점에 기반을 두고 있다. 이에 따르면, 학부모는 가능한 대안들에 대한 충분한 정보를 바탕으로 자녀에게 가장 적합한 학교를 선택할 수 있는 “합리적 행위자”로 이해되며, 학부모가 자녀를 위해 학교를 선택하는 준거는 곧 학습에 긍정적인 영향을 미치는 학교특성과 일치할 것이라고 간주된다. 그러나 미국의 NHES 데이터를 분석한 본 연구의 결과는 학부모의 학교선택 결정이 다양한 사회경제적 조건들에 깊이 침윤되어 있을 가능성을 시사한다. 학부모가 중요하게 고려하는 학교선택준거는 학습에 긍정적인 영향을 줄 수 있는 학교특성과의 관련성이 분명하지 않은 요인들을 상당한 정도로 포함하는 것으로 나타났으며, 학부모의 교육수준과 경제력이 낮을수록 대체로 이러한 경향이 더욱 두드러지는 양상을 보였다. 본 연구는 결론으로 분석결과에 대한 논의와 더불어 한국의 학교선택제에 대한 정책적 함의와 후속 연구에 대한 필요성을 논의한다. Conceptual frameworks for school choice policies usually rely on neoclassical economic perspectives, in which parents are portrayed as "rational actors" able to choose the most appropriate schools for their children with sufficient information about available choice options. A central underlying assumption in such conceptual frameworks is that under a choice system, parents would choose schools based on criteria that are closely related to school characteristics conducive to student learning. However, our analyses of data from the National Household Education Surveys show that parental decisions regarding schools are deeply embedded within a range of socioeconomic conditions. We conclude with a discussion of policy implications for South Korea.
