글로벌 금융위기, 유로존 재정위기, 유럽통합의 심화

Abstract

글로벌 금융위기, 일부 회원국의 심각한 재정 및 경상수지 불균형, EU의 제도적 비대칭성에서 비롯된 유로존 재정위기는 2010년 그리스에서 시작되어 확산일로를 치닫게 되었다. 이에 EU는 구제금융 제공, 유럽중앙은행(ECB)의 유동성 공급, 재정방화벽 구축 등과같은 방법으로 대응하고 있다. 특히 유럽안정기구(ESM)를 설치하고 신재정협약에 합의함으로써 재정위기의 재발 방지와 효과적인 대응을 위한 금융 안전망의 제도화를 추구하고 있다. 유럽 단일통화의 출범은 미국의 통화 패권에 대한 유럽의 견제와 거대 독일의 일방적영향력 제어를 목표로 하는 정치적 동기에 바탕을 두고 있기 때문에, 단일통화권의 해체나분열이 일어날 가능성은 적다. 오히려 유로존재정위기를 통해 EU의 통화정책과 재정정책간 제도적 불균형과 초국가적 수준의 재정적자원 결핍의 문제를 해결하는 방향으로 제도적 개혁이 진행되고 있어, 결국 EU의 초국가성이 더욱 강화되는 결과를 낳을 것으로 전망된다.To cope with the rapid diffusion of the European sovereign debt crisis in 2010, which was largely triggered by the combined forces of the global financial crisis, a few member countries`` excessive fiscal imbalances and current account deficits, and the institutional asymmetry between monetary and fiscal policy capabilities of the EU, EU leaders injected emergency rescue funds, forged a permanent financial safety-net, enacted a measure to commit Eurozone members to balanced budget, and allowed the ECB to provide liquidities to European banking system. In particular, the creation of ESM and the signing of the New Fiscal Compact seems to signify that the sovereign debt crisis is likely to result in the strengthening of supranationality of the EU, rather than leads to the comeback of nation-states or the collapse of the single currency as some pessimists predict.
