복잡계 사고로 분석한 저탄소 녹색관광의 위상과 시사점

Abstract

본 연구는 저탄소 녹색관광을 복잡계의 사고로 조명해봄으로써 저탄소 녹색관광이 우리 사회에서 점하고 있는 위상을 살펴보고 그 시사점을 도출하는데 목적이 있다. 본 연구는 복잡계의 은유적 분석과 시스템적 사고를 이용하여 저탄소 녹색관광을 분석하였다. 복잡계의 사고로 살펴본 저탄소 녹색관광은 아직 혼돈상태이다. 일단 공공부문이 관련정책을 이끌고 있지만 과연 이러한 정책이 관광사업체, 관광자, 지역사회, 관광지 등으로 널리 전파되어 녹색관광을 구성하는 요소들이 상호간 긍정적인 인과관계를 형성하고 증폭된 효과를 발생시킬 수 있겠는가에 대해서는 아직 의문이 남는다. 본 연구에서는 저탄소 녹색관광의 입지를 구축하기 위해서 민간부문의 참여, 저탄소화를 추구하는 시설의 도입에 따른 재정적 지원제도와 관광사업체 범주의 확대, 전체론적인 접근방법(holistic approach), 녹색관광의 실천에 대한 사람의 의지와 행동, 포스트 교토의정서를 겨냥한 사전 준비 등이 필요함을 밝히고 있다.This study is to find out the phase of low-carbon green tourism in our society as to illuminate low-carbon green tourism with Complex System Concept. This study used the metaphoric analysis and system thinking to analyze low-carbon green tourism. This study concluded that the concept and cognition of low-carbon green tourism is still chaos situation. There are some uncertainties that although public area is leading the green tourism policy, whether the policy spreads out to tourism enterprises, tourists, local communities, and tourist sites, whether the factors consisted of green tourism were finally builded up to positive cause-effect relationships, and whether the relationships create co-evolution effects. There are some efforts to build up successive low-carbon green tourism that are participation of private areas, financial support of tourism industries to remodel tourism facilities for low-carbon facilities, expansion of range of tourism enterprises, adaptation of holistic approach, human beings’ will and action to implement green tourism, and preparation of Post Kyoto Protocol.
