의료관광의 정책네트워크 특성과 성과요인 간의 관계 분석

Abstract

본 연구의 목적은 의료관광 정책네트워크를 중심 주제로 하여 네트워크 특성과 네트워크 성과요인 간의 관계를 분석하는데 있다. 이를 위해 정책네트워크 관련 문헌검토를 통해 연구모형 및 가설을 구성하였고, 민간 부문 행위자를 대상으로 한 설문조사를 통해 실증적 분석을 실시하였다. 분석결과, 조직특성에 따른 정책네트워크 성과 차이에서는 조직간 유의적 차이가 없는 것으로 나타났다. 정책네트워크 특성과 성과 요인의 영향관계 분석에서는 정책네트워크 구조요인 중 `상호작용 성격`, `연계구조` 요인이 공통적으로 정책네트워크 만족도와 성취도에 영향을 미치는 것으로 나타났다. 또한, 정책네트워크 관계요인 중 `상호존중도` 와` `상호이해도` 가 만족도에, `상호존중도`가 성취도에 영향을 미치는 것으로 나타났다. 연구결과를 통한 정책적 시사점으로는 정책 네트워크 성과 관리를 위한 의료관광 전담조직의 역량 강화와 정책행위자 간의 협력적 네트워크 강화를 위한 정책프로그램 개발의 필요성이 제시되었다.This article aimed to analyze the relationships between policy network characteristics and outcomes, focusing the case of medical tourism policy. A research framework and hypotheses were formulated through literature review and a sample survey was conducted to investigate the empirical results. The findings of the survey were as follows. First, there were no significant differences of organization properties to the policy network outcomes. Second, `interaction` and `construction` elements of the policy network structure factor significantly influenced on the policy network outcomes: satisfaction and achievement. Also, `mutual respect` and `mutual understanding` elements of the relationship cognition factor were influential to the policy network satisfaction and `mutual respect` was influential to the policy network achievement. The findings revealed that medical tourism policy coordinators need to reinforce their capacity for managing policy performance and also to develop programs to strengthen cooperative networks.
