우리나라의 지역별 수자원정책 수립에 관한 연구

Abstract

제한된 수자원을 효율적으로 사용하기 위해 중요한 것은 용수의 배분 및 수요관리와 같은 경제적 관점에서의 수자원정책이라 할 수 있다. 본 연구의 목적은 수자원정책의 경제적 효과에 대한 기본이해를 향상시키고, 수자원정책에 관한 시나리오 분석을 통해 지역경제 측면의 정책적 시사점을 제시하는 것이다. 용수수급불균형을 완화시키기 위해 설정된 수자원정책 시나리오는 크게 용수공급을 증가시키는 정책과 용수수요를 관리하는 정책으로 구분된다. 정책분석 결과, 용수수급불균형 상태와 비교하면 정책시나리오 모두 용수수급불균형에 의한 경제 및 지역효용 감소를 완화시키는 것으로 나타났다. 그 중에서도 용수수요 규모를 고려하여 용수공급량을 결정하여 배분하는 정책시나리오가 가장 효과적인 수자원정책으로 분석되었다.In order to efficiently use limited water resources, water policy is important. The purpose of this study is to improve the basic understanding on the economic impact of water policy and to suggest a policy direction for the Korean government, based on the results obtained from scenario analysis. This study suggests two water management policies: the water allocation policy and the water demand policy. The impacts of these scenarios on regional economies of Korea are specifically analyzed in terms of economic efficiency and public welfare.
