FuzzyANP를 이용한 TOD 평가모형 개발에 관한 연구

Abstract

본 연구는 도시개발에서 TOD의 정책적 시사점을 도출하고, 계획 전·후에 활용할 수 있는 TOD 평가모형을 개발하였다. 그리고 평가모형에서 주로 활용되는 기법과는 다른 주관적 의사결정의 한계점을 보완하고, 정량화를 고려할 수 있는 Fuzzy 삼각함수와 ANP 분석기법을 혼합한 형태인 FuzzyANP 분석 기법을 사용하였다. 주요 평가항목에 대한 연구 결과, 교통체계부분이 0.372로 TOD 평가에 가장 중요한 지표이고, 다음으로 환경에너지부문이 0.252, 토지이용부분이 0.217, 기반시설부문이 0.158 순으로 나타났다. 다음으로 사례지 평가 결과를 요약하면 다음과 같다. 평가 결과 잠실역이 0.740으로 가장 높은 순위를 나타냈고, 이어 왕십리역이 0.713, 건대입구역이 0.650으로 상위권을 나타냈다. 하위권으로는 개화산역이 0.333, 을지로3가역이 0.333, 상봉역이 0.318, 길음역이 0.316으로 나타났다. 본 연구에서 도출된 결과는 중앙정부 및 지방자치단체 등에서 도시의 재개발 및 재건축의 역세권을 중심으로 하는 고밀복합개발의 경우 중요도를 바탕으로 TOD형 역세권 개발의 우선순위를 결정할 수 있고, 정책 반영에 활용할 수 있을 것으로 예상된다.The major objective of this study is to develop TOD(Transit Oriented Development) evaluation models to be utilized before/after planning. It also derive policy implications of TOD for urban development. Once TOD evaluation models are developed FuzzyANP techniques are employed to overcome the inherent limits of subjective decision making. FuzzyANP techniques are the combined form of Fuzzy trigonometric function and ANP analyses. The results of study shows that traffic system turn out to be 0.372 indicating the most important index for TOD evaluation, environment and energy 0.252, land use 0.217, and infrastructure 0.518 in sequence. Evaluation results of this study for the example areas are summarized as below. From evaluation results, Jamsil Station showed 0.740 indicating the highest priority, Wangsimni Station 0.713, Konkuk University Station 0.650 indication high ranks and Gaehwasan Station 0.333, Euljiro 3Ga Station 0.333, Sanbong Station 0.318, and Gileum Station 0.316 indicating low ranks. It is expected that this study will be utilized for the central government, local authorities, etc, to decide priority for station area development of TOD type and reflect to the policies on the basis of significance in case of high density complex development focused on stations for redevelopment and reconstruction of the city.
