정책평가 틀을 이용한 도시정비사업 내 공공관리자제도의평가기준 수립에 관한 연구

Abstract

본 연구는 도시정비사업 내 공공관리자제도의 평가 필요성을 인지하고, 공공 관리자 제도의 평가기준을 체계적이고 객관적으로 수립하고자 정책평가의 틀을 이용하여 선행연구와 전문가의 의견을 바탕으로 공공성, 전문성, 참여성, 합리성, 지속가능성이라는 다섯 가지의 방향 아래 사업계획 단계에서부터 운영, 참여, 사업의 사후평가단계까지 확장된 개념의 지속적인 평가요소를 구축하였다. 중요도 분석 결과, 평가 분야에서는 사후관리 및 지속성 분야가 가장 중요하게 도출되었으며, 세부 평가 요소로는 사업 시 안정적 경제구조 조성 유도와 투명한 운영체계 수립, 제반 비용 절감, 자족성 있는 지역발전의 유도 등의 항목이 중요한 요소로 분석되었다. 이상과 같은 분석결과를 통해 얻을 수 있는 시사점은 다음과 같다. 첫째, 공공관리자제도는 사업의 계획단계부터 사업 완료 이후 사후관리 부분까지 원칙을 세워서 그에 맞게 운영방안을 수립해야한다. 둘째, 공공관리자제도의 지속가능한 운영을 이끌어내기 위해서는 지속적인 재교육 및 주민의 사업 참여 활동이 필수적이다. 셋째, 공공관리자제도를 평가할 때의 종전의 물리적, 경제적 효과에 치중하여 이끌어내던 성과관리시스템에서 탈피하여 사업의 운영과정에서의 갈등관리 등 비 물리적 평가기준 등의 요소 또한 평가될 필요가 있다. This study targets to recognize needs of adopting public management system in Urban Renewal Project. and to establish evaluation level of public management system using policy evaluation framework for establishing perspective and systemic level. Also, this study constructed basic principles as expanded concept like Public, expertise, participation, rationality, and sustainability based on previous studies and expert opinion. AHP analysis results are following. In case of upper level, post management and continuity are important factors. Also in case of under level, making stable economic system, honest operating system, reducing development costs, local development with self-sufficiency were important factors. through empirical results, the implications are following. First, public management system needs to develop a consistent principle from planning step to post management. Second, it is essential point that continuous retraining between involved people and drawing residents participate in progress activity. Third, when evaluating public management system, it is need that emphasize non-physical factor like conflict issue between stakeholder.
