Abstract
The purpose of this study is to propose the direction for utilization innovation after understanding the management characteristics and utilization characteristics of state-owned land shown in current management systems over state-owned land. The existing studies regarding state-owned land had many details on system improvement for enhancing efficiency on management task due to the difficulty of obtaining data. Moreover, it has been found difficult to generalize the studies which brought up problems on low-usage of state-owned land. Status analysis had been conducted on the state-owned land of Seoul in this study. The result presented that there had been systematic issue that the management of state-owned land has produced a great number of small-sized general property lots in company with the low-usage of administrative properties and sale-oriented management and evaluation system, despite the effort of active expansion and utilization of state-owned land. The difficulty of achieving efficiency and equity was confirmed through the status analysis due to the organization featuring „internal problem‟ on its state-owned land which are managed and utilized by government organizations. Efficiency and equity can be achieved through regulations in the market. It is important to meticulously establish the policy and system, in case of state-owned land with a high possibility of government failure, which can induce utilization innovation on state-owned land and efficient land use through precise understanding the current condition. It requires enormous exertion in order to overcome the issue of „asymmetrical information‟ and „internal problem‟ through disclosure of information and enhancement of community participation on the process of policy making procedure along with management and administration over established policy and system. Most of all, the start of utilization innovation of state-owned land shall begin with the change in the way people regard state-owned land as public property.
