PLS회귀분석을 이용한 지역산업진흥사업 성과영향요인 분석: 광역경제권을 중심으로

Abstract

본 연구는 지역산업진흥사업의 기업 지원서비스가 기업성과 중 직접효과인 기반확충(매출액 증가율)과 고용창출(종사자수 증가율)에 미치는 영향을 PLS 회귀분석을 활용하여 분석하고, 광역경제권별 영향 요인의 차이를 비교하였다. 설문자료는 전국의 모니터링 사업체를 대상으로 실시하였으며, 총 2698개의 자료 중 유효한 2,521개의 자료를 바탕으로 분석하였다. 분석결과 직접효과인 기반확충과 고용창출에 광역경제권별로 공통적인 영향을 미치는 요인과 VIP 값에 따른 주요지역서비스 항목이 차이를 나타내는 것으로 도출되었다. 따라서 분석결과를 바탕으로 도출된 시사점은 다음과 같이정리할 수 있다. 첫째, 지역산업진흥계획에 따른 지원정책의 효율적인 추진을 위해 광역경제권별 전략산업의 차이를고려한 지원정책이 필요하다. 이는 광역경제권별 구분되어지는 전략산업이 다르기 때문에 세부적인 지원서비스의 중요도와 요인에 대한 차이를 나타내는 것이다. 둘째, 지원정책에 따른 목표 달성을 위해 기업성과인 매출과 종사자수에 공통적으로 영향을 미치는 지원서비스에 대한 우선적인 고려가 필요하다. 현재 지원정책에서 지원되어 지고 있는서비스 유형은 전국의 기업을 대상으로 일괄적으로 적용되어지고 있다. 하지만 지역별로 지원정책에 대한 성과에 있어 그 중요도가 다르게 나타나고 있기 때문에 포괄적인 성과 증진을 위해서는 광역경제권별 우선순위가 높은 지원서비스에 대한 고려가 필요하다. This study focused on the relationship between the corporate service of Local Industrial Development Policy and the direct effect such as the expansion of infrastructures and creation of employment through the PLS Regression Analysis. In addition, it compared the difference of influence factors by each Macro-Economic Region. Questionnaire data were conducted by nationwide monitoring business and available 2,521 data from a total of 2,698 data were analyzed. The result shows that there was a difference in factors of local service according to the score of VIP and common influence factors by Macro-Economic Region which commonly affect the direct effect such as the expansion of infrastructures and creation of employment. Therefore, followings are a formulated implication based on these results. First, support policies considering the difference between the strategic industry of every Supra- Metropolitan Economic Areas are needed for promoting the supporting policies according to the Local Industrial Development Policy. It represents the difference on the importance level of detailed support services and the factors due to the different strategic industries which were separated by every Supra-Metropolitan Economic Areas. Second, it is necessary to put the priority on supporting services commonly affecting corporate performance such as the Sales and the Number of employees in order to achieve the goals according to the support policies. The service type supported by current support policies is being applied in batches for companies in the country. However, it has the different importance level on the each local area's performance for supporting policies. Therefore, in order to promote the comprehensive performance, it is needed to consider the support service which has a higher priority between Supra-Metropolitan Economic regions.
