지속가능한 산림지역발전을 위한 지역 커뮤니티 참여계획의 역할과 의의: 프랑스 지역산림헌장 사례를 중심으로

Abstract

21세기에 접어들면서 우리나라 산림정책도 녹화 및 산림보전 등 기술적 관리목표뿐아니라 새로운 패러다임, 지속가능한 산림지역발전의 패러다임을 추구하고 있다. 본 연구는 지속가능한 산림지역발전의 기반이 되는 중요요소와 수단에 대해 논의하고자 한다. 특히 지역커뮤니티 참여를 바탕으로 수립된 산림지역 발전계획을 통해 지속가능한 산림발전이 이루어질 수 있다는 전제 아래, 본 연구에서는 지역밀착형, 상향식 발전을 추구하는 프랑스 산림지역의 참여적 발전계획제도를 연구하고자 한다. 프랑스에서도 2000년대 접어들면서 기존의 기술적 산림관리 우선의 하향식 정책보다 지역사회 중심의 통합적인 산림관리정책들의 중요성을 인식하게 된다. 이러한 맥락 안에서 2001년 프랑스 정부는 “지역산림헌장(Charte forestieˋre de territoire, CFT)”이라 불리는 산림지역에 특화된 참여형 비전(vision)계획제도를 마련하게 된다. CFT는 프랑스에서도 산업부문별, 하향식 산림지원정책들이 ‘상향식, 지역공간, 커뮤니티, 자산 중심’의 통합적인 지역발전 정책으로 패러다임 전환이 이루어졌음을 반영하는 대표적 사례이다. CFT 사례를 통해 한국산림정책과 산촌발전을 위한 시사점들을 연구하고자 한다. CFT 제도를 실행하는데있어 프랑스 사회는 산림지역발전에 적절한 규모와 결속력, 행정적 체계를 갖춘 지역권역과 효율적인 참여계획의 수립과 집행에 대해 끊임없이 논의하고 있다. 이는 산림지역의 미래를 이끌 커뮤니티 구축의 기반이 되고 있다. At the beginning of the 21st century, a new paradigm shift has occurred in contemporary Korean forest policies: from the preservation and technical management oriented goals towards the sustainable and integral development of forest area. This paper explores the elements and means to build the foundation of sustainable forest development. In particular, our study stress the importance of local development planning process based on the participatory governance system. For the purpose, we will analyze a French participatory local plan called "Charte forestieˋ re de territoire" which is aimed for forest area development. CFT is a compelling example showing that a paradigm shift from 'sectoral and top-down approach' to 'local community(bottom up) and asset based approach' has been occurred in French local development policies. As an integral Forest area development plan, the CFT planning process embraces the respective and specific characteristics of public forests (State and locally owned forests) and privately owned forests alike. The purpose of our study is to derive significant implications for the sustainable development of Korean forest areas through this case study. In this case, French society discusses constantly about the question of appropriated territory and administrative system for sustainable forest development, which should be considered as a new foundation of local community building, will be significantly discussed.
