1990년대 영화진흥법의 제 ∙ 개정 과정 및 양상 연구- IMF사태 전후 신자유주의 제도화 경향을 중심으로 -

Abstract

본 논문은 1990년대 영화진흥법을 통해 동시기 한국 영화 정책의 변천과 특성에 관한 연구이다. 영화에 대한 국가의 통제, 관리, 간섭보다는 진흥, 지원, 보조에 방점을 두는 영화 정책 실현을 위해 영화법을 영화진흥법으로 바꾸자는 사회적 담론은 이미 1980년대 후반부터 있어 왔다. 이러한 논의는 1993년 김영삼 정권의 출범과 함께 보다 구체화되었다. 영화진흥법은 1995년 12월 개정되어, 1997년, 1999년, 2000년, 2002년 총 네 차례에 걸쳐 개정되었다. 한편, 한국의 영화 정책은 1997년 11월 ‘IMF사태’와 1998년 2월 여야 정권 교체를 계기로 특수화되었다. 그리고 이는 영화진흥법의 개정 과정과 내용에 반영되었다. 그 결과는 크게 다음과 같이 요약된다. 첫째, 영화의 예술적 표현의 자유가 보다 확보 되었다. 둘째, 영화 산업 육성 계획이 구체적으로 마련되었다. 그러나 개정 영화진흥법에는 신자유주의의 부정적 측면 또한 내재되어 있었다. 영화 정책이 경제적 효용성에 집중됨에 따라 영화의 다양성이 침해될 소지가 있다는 점이 그것이다. ‘IMF체제’를 지탱하던 신자유주의적 경제 원칙에 대한 외부의 요구가 영화 정책 부문에 반영된 결과였다.From the mid-late "80s there was already a social discussion that the Film Act would be changed into a Film Promotion Act, which put more of a greater emphasis on national promotion and support rather than interference. The Film Promotion Act enacted in December 1995 was revised four times in 1997, 1999, 2000 and 2002. On the other hand, the Korean Film policy became more specialized through the "IMF crisis" in November 1997 and the change in political parties in February 1998. This was reflected in the enactment process and contents of the Film Promotion Act. The result can be summarized as follows generally. Firstly, the freedom of expression to film art was secured gradually. Secondly, the plan of the Film Promotion Act was drafted and implemented more concretely.
