재난안전통신망 구축 전략에 관한 연구

Abstract

2003년 대구지하철 참사를 계기로 국가차원의 재난안전통신망 사업이 추진되었으나, 기술 독점 및 경제성 등의 문제로 사업 추진이 지연되었다. 2014년 이후 추진되고 있는 재난망 사업 역시 이전의 재난망 추진과 유사한 모습을 보이며 많은 우려를 낳고 있다. 현재 재난안전통신망을 기술적으로나 제도적으로 어떠한 형태로 하는 것이 맞는지에 대해 다양한 논의가 진행되고 있지만, 어떠한 관점에서 재난안전통신망을 봐라보아야 하는지에 대해 종합적으로 논의되고 있지 못하고 있는 것이 현실이다. 본 논문에서는 국내･외 재난안전통신망 추진 현황을 살펴봄으로써 재난안전통신망 관련 동향을 파악하고, 기존의 재난안전통신망 사업 추진 과정에서의 문제점은 물론 한국의 재난업무 환경 및 통신환경을 파악하고자 한다.그리고 이러한 분석을 바탕으로, 한국의 특성에 맞는 재난안전통신망 구축방향을 제시함으로써 정부의 주요 정책기조인 창조경제에 기여하고, 더 나아가 한국이 글로벌 재난안전 산업 선진국으로 도약하는데 기여하고자 한다. A disaster and safety radio network project at the national level was started since the disaster of Daegu subway at 2003, however it has been delayed because of technology proprietary and problems of affordability. The disaster Network promoted at 2014 also takes similar path way of previous project and become major concern. There are plenty of suggestions for the future direction of the network in the view point of technology and institution, however it has not been discussed comprehensively at national scale. In this paper, current global trend of disaster safety network trend and domestic circumstance was studied and challenges for national project was characterized. Based on results of the analysis, suggestions of direction for disaster and safety radio network which is contributing to the characteristics of Korea to the government"s main economic policy and supporting national competitiveness in a global disaster safety industrialized countries.
