광역관광개발에서 관광개발 자원의존 특성이 지방정부간 협력에 미치는 영향 : 지방정부간 신뢰의 조절효과를 중심으로

Abstract

본 연구는 관광개발에서 자원의존이론의 적용에 있어 체계성이 부족하고 자원의존특성과 협력의 관계가 명확하지 않은 점을 지적하고 광역관광개발에서 자원의존이론에 입각하여 지방정부의 관광개발 자원의존 특성, 지방정부간 협력 및 신뢰의 관계를 밝히는데 목적이 있다. 선행연구를 바탕으로 자원의존 특성을 독립변수로, 지방정부간 협력을 종속변수로, 지방정부간 신뢰를 조절변수로 하는 연구모형이 개발되었다. 세부적으로 가설1∼5는 자원의존 특성인 보유성, 중요성, 재량성, 대체성 및 연계성이 지방정부간 협력에 영향을 미친다는 것이고 가설6과 가설7은 가설1~5와 관련하여 지방정부간 신뢰가 조절변수의 역할을 한다는 것으로 설정되었다. 지리산광역관광개발 사업을 담당하고 있는 공무원을 대상으로 설문을 실시하였으며 분석결과는 다음과 같다. 광역관광개발에서 자원의존 특성 중 보유성, 중요성, 대체성 및 연계성이 지방정부간 협력과 유의한 영향관계를 나타냈다. 또한, 조절변수로서 지방정부간 신뢰는 역량성과 신의성으로 구분되어 자원의존특성과 지방정부간 협력의 관계에 유의한 영향을 미처 조절변수로서의 역할을 하는 것으로 나타났다. 본 연구의 결과는 자원의존이론을 관광개발 관점에서 확장하였다는데 이론적 의의가 있으며 광역관광개발 정책결정에서 지방정부간 협력을 높이기 위한 정책적 시사점을 제시하였다. The purpose of this study is to analyze the relationship of tourism development resource dependency of local government, trust and collaboration among local governments in the multi-regional tourism development within the framework of Resource Dependency Theory. Based on literature review, conceptual model which composed of resource dependency characteristics(independent variable), collaboration among the local governments(dependent variable) and trust among the local governments(moderate variable) was developed and 7 hypotheses were formulated to test the model. H1~5 explain how possession, importance, discretion, substitutability and connection of resources affect collaboration among local governments, and H6, H7 explain the roles of trust among local governments as a moderating variable associated with H1~5. This survey was conducted targeting the public officials in charge of Jirisan multi-regional tourism development. The results showed the effects of possession, importance, substitutability and connection on collaboration was significant, and the moderating effect of trust was significant between possession, importance, discretion, substitutability and connection of resources. Concrete results as follows. While the possession and importance of resource among the five factors have a negative effect on tourism development collaboration, substitutability and connection of resources have a positive effect on that one. From the perspective of resource dependency theory, the effects of possession and connection of resource on collaboration seem to fit into the theory. This study presents a theoretical significance extending the resource dependence theory in tourism development perspective and the policy implications for improving local government collaboration in multi-regional tourism development policy decisions.
