셰일혁명과 신국제에너지 질서

Abstract

셰일혁명으로 촉발된 국제 에너지 질서 변화를 첫째, 기후변화와 에너지 안보, 둘째, 에너지 시장과 지정학, 셋째, 글로벌 에너지 거버넌스와 아키텍쳐의 세 가지 시각에서 살펴본다. 최근 국제 에너지 질서를 기후변화와 에너지 안보의 상충, 에너지 시장과 지정학의 불확실성과 충돌, 거버넌스의 부재로 규정하고 해결책으로 글로벌, 아시아 지역적 수준에서의 다자협력체와 거버넌스 구축이 필요함을 지적한다. This article examines a changing international energy order triggered by the US shale revolution in the context of (1) the nexus between climate change and energy security (2) energy market and geopolitics (3) global energy governance and architecture. The article characterizes the current international energy order as conflicting goals of climate change and energy security, energy market uncertainty and geopolitical conflicts, and the absence of global governance. It further argues that a cooperative body and the building of governancemechanism that coordinates and mediates different interests of countries is needed at both global and regional, particularly Asian, levels.
