특구정책의 지역경제활성화 효과

Abstract

정부는 지역경제 활성화의 일환으로 다양한 특구제도를 운영 중이다. 그런데 특구유형을 망라하여 특구정책 전반의 효과를 실증적으로 분석한 연구를 찾기 어렵다. 이에 본 연구는 다양한 유형의 특구제도를 설명변수로, 인구, 인구밀도, 총지출, 1인당 총지출, 재정능력, 소득수준 등을 통제변수로 하여 이들 변수가 종속변수인 사업체수, 사업체수 종사자수, 자체수입에 미치는 영향을 분석하였다. 분석결과 몇 몇 특징적인 결과를 제외하면 전반적으로 특구정책이 지역경제 활성화에 영향을 미치지 못한 것으로 나타났다. 특구유형 중 개별형 외국인투자지역에서 사업체수와 자체수입이 증가한 것으로 나타났는데 이는 기업수요를 반영할 수 있도록 설계된 특구에서 정책효과를 거두고 있는 것으로 해석가능하다. 이러한 분석결과는 유사한 특구정책을 남발하기 보다는 지역의 특성과 기업의 수요가 적절히 반영된 맞춤식 정책설계의 필요성을 함의한다. Local governments have implemented various special zone programs as a means of developing local economy. However, few studies comprehensively evaluate the effect of various special zone programs at the same time. This study examines the overall effect of eight special zone programs on the local economic growth over the period 2001 to 2012. The panel regression results show that except Individual-type Foreign Investment Zone, special zone programs have little impact on the local economic growth. Only the Individual-type Foreign Investment Zone program is found to increase the number of businesses and local governments’ own revenues. This can be interpreted as meaning that the special zone program can be effective only when the program fully reflects the need of businesses. In sum, the findings imply that it is required to fully consider regional characteristics and the need of businesses in designing special zone programs.
