벤포드 법칙을 활용한 아파트 이상거래 탐지에 관한 연구

Abstract

This study utilizes Benford's Law in the apartment sales market to distinguish between normal and abnormal transactions. Market disturbances in the real estate market not only distort the market and undermine trust but can also directly harm the essential element of human life, stable housing. In response, the government launched the ‘Real Estate Intelligence Planning Office’ in April 2021 to intensively monitor abnormal transactions in the real estate market. Despite conducting 13 times of rigorous investigations since its launch, abnormal transactions continue to persist in the real estate market, and numerous transactions are being detected as suspicious dealings. To detect abnormal transactions undermining the credibility of the real estate market, this study applies Benford's Law, commonly used in forensic accounting to detect fraud and manipulation of numerical data, to apartment transaction prices. The study covers Korean nationwide apartment transaction data from February 2020 to July 2023, analyzing it on a monthly time series basis. The analysis results reveal a significant difference in the Mean Absolute Deviation (MAD) of Benford's distribution between normal transactions and abnormal transactions, such as contract cancellations and direct transactions, in apartment transaction prices. Using Benford's Law, normal transactions and abnormal transactions were differentiated, particularly when employing the Second Digit and First Two Digit Test. While normal transactions followed Benford's Law, abnormal transactions consistently deviated from it throughout the entire period. Therefore, suspicion arises regarding market manipulation and fraud in abnormal transactions such as 'contract cancellations' or 'direct transactions'. Through this study, the possibility of introducing a new method for detecting signs of abnormalities is explored, with the hope that it can contribute to improving the stability of the real estate market.

Keyword : Abnormal transaction, Benford’s Law, Anomaly detection|본 연구는 벤포드의 법칙(Benford’s Law)을 아파트 매매시장에 적용하여, 정상거래와 이상거래를 구분하는 것에 대하여 다루고 있다. 부동산시장에서 발생하는 시장교란행위는 단순히 시장을 왜곡하고 신뢰성을 저해하는 것에 그치지 않고, 인간생활의 필수적인 요소인 안정적 주거생활을 직접적으로 훼손시킬 수 있다는 점에서 그 파급력이 더욱 막대하다고 볼 수 있다. 이 때문에 정부는 부동산시장내에서 발생하는 시장교란행위인 이상거래에 대하여 집중적인 모니터링을 강화하고자 ’21년 4월 부동산거래분석기획단을 출범시켜 강도 높은 조사를 지속해 나가고 있다. 하지만 출범 이후, 총 13차례의 강도 높은 기획조사 및 특별점검을 진행했음에도 불구하고 여전히 부동산시장에는 이상거래가 지속적으로 발생하고 있으며 수많은 거래건들이 의심거래로 적발되고 있는 상황이다. 본 연구는 부동산시장의 신뢰성을 저해하는 이상거래를 탐지하기 위하여, 회계부정수사 분야에서 숫자 데이터의 사기, 조작 등을 탐지하는데 활용되고 있는 벤포드의 법칙을 아파트 실거래가에 적용하였다. 연구의 범위는 ’20년 2월부터 ’23년 7월까지 전국의 아파트 실거래가 데이터 전체를 대상으로 하였으며 각 월별 시계열로 분석하였다. 본 연구의 분석결과는 다음과 같다. 아파트 실거래가에서 정상거래와 이상거래(계약취소, 직거래)의 벤포드 분포 절대평균편차(MAD)는 유의한 차이가 있는 것으로 나타나, 벤포드의 법칙을 활용하여 정상거래와 이상거래를 구분할 수 있었다. 특히 두 번째 자릿수(Second Digit), 처음 두 개의 자릿수(First Two Digit) 검정방법을 활용했을 때 이런 현상은 뚜렷하게 관측됐는데, 정상거래는 벤포드의 법칙을 따르는 것으로 나타났으나, 이상거래는 전체 기간에서 벤포드의 법칙을 따르지 않았다. 따라서 ‘거래신고 후 계약취소’나 ‘개인간 직거래’와 같은 이상거래에서 시세조작 및 사기 등을 의심해볼 수 있는 것으로 나타났다. 본 연구를 통해 새로운 이상탐지 방법론의 도입 가능성을 타진해 보았으며, 이를 통해 부동산시장의 안정성 제고에 기여할 수 있기를 기대한다.
