디지털 경제가 중국 성 단위의 도시와 농촌 간 소득격차에 미치는 영향

Abstract

In recent years, with the continuous advancement of information technology, China's digital economy has been able to flourish with the help of information technology. The focus on development efficiency should be accompanied by development equity. China's original geographic disparities, coupled with the inconsistent pace of economic development across regions, have resulted in structural differences, with uneven urban and rural development being an important manifestation. The factors of unbalanced development between urban and rural areas have been studied by many scholars. This contradiction has been long-standing and will further intensify the contradiction between two different income groups, negatively affecting social stability and impeding the sustainable and healthy advancement of China's economy. Therefore, studying the effect of digital economy on urban-rural income gap becomes a real and urgent issue. Therefore, based on a macro perspective, this paper explores various factors that affect the digital economy and the urban-rural income gap, and then specifically analyzes how the digital economy affects the urban-rural income gap. First, this paper analyzes the effect of the digital economy on the urban-rural income gap based on theory and proposes research hypotheses. Second, this paper constructs an index system to measure the development level of digital economy from three dimensions: digital infrastructure, digital industrialization, and industrial digitization, so as to reflect the development progress and differences of China's digital economy in a more comprehensive way. Third, using the province-level panel data of the National Bureau of Statistics and others for the period of 2013-2021 and making use of the Theil index method, this paper measures the urban-rural income gap in 30 provinces, cities and autonomous regions (except Tibet) in China. Then we examine the index values to assess the current state of urban-rural income gap in China across provinces and regions. Finally, this paper performs econometric analysis of the effect of digital economy on urban-rural income gap using a fixed-effects model, and examine regional heterogeneity and robustness. Based on the results, this paper draws the following conclusions: first, the level of development of digital economy in China is increasing, and the urban-rural income gap is also widening, and there is a statistically significant effect of digital economy development to widen the urban-rural income gap. Second, there is regional heterogeneity in the effect of digital economy on the urban-rural income gap. On this basis, this paper puts forward the following suggestions: strengthen the construction of rural infrastructure to lay the foundation for narrowing the urban-rural income gap through the digital economy; focus on the training and introduction of rural digital talents to improve rural human capital; vigorously develop rural digital finance to provide funds for rural residents' production and operation; promote the deep integration of digital economy and traditional agriculture to improve agricultural production efficiency; smooth the flow of urban and rural factors to promote the synergistic development of urban and rural areas.|최근 몇 년 동안 정보 기술의 지속적인 발전으로 중국의 디지털 경제는 정보 기술의 도움으로 활발하게 발전하였다. 발전의 효율성에 주목함과 동시에 발전의 공평함에도 주목해야 한다. 중국은 원래 지리적 차이가 있고 여러 지역의 경제 발전 속도가 일치하지 않아 구조적 차이가 발생했으며 도시와 농촌의 불균형 발전이 중요한 징후다. 도시와 농촌의 불균형한 발전은 많은 학자들에 의해 연구되었으며 이러한 모순은 오래전부터 존재해 왔으며 두 소득 집단의 모순을 더욱 심화시켜 사회 안정에 영향을 미치고 중국 경제의 지속 가능하고 건강한 발전을 저해할 것이다. 따라서 디지털 경제가 도시와 농촌의 소득 격차에 미치는 영향을 연구하는 것이 현실적이고 시급한 문제가 되었다. 따라서 본 논문은 거시적 관점을 바탕으로 디지털 경제와 도농간 소득 격차에 영향을 미치는 다양한 요인을 탐색한 다음 디지털 경제가 도농간 소득 격차에 어떻게 영향을 미치는지 구체적으로 분석한다. 첫째, 본 논문은 이론을 바탕으로 디지털 경제가 도시와 농촌의 소득 격차에 미치는 영향을 분석하고 연구 가설을 제시한다. 둘째, 이전의 경험을 바탕으로 본 논문은 디지털 인프라, 디지털 산업화, 산업 디지털화의 3차원에서 시작하여 디지털 경제 발전 수준을 측정하기 위한 지표 시스템을 구축하여 중국 디지털 경제 발전의 진행 상황과 차이를 종합적으로 반영한다. 셋째, 국가통계청 등의 2013~2021년 성급 패널 데이터를 이용하여 타일 지수법을 기반으로 중국 30개 성, 직할시, 자치구(티베트 제외)의 도시와 농촌 간 소득 격차를 측정하고 그 결과를 분석하여 중국 도시와 농촌 간 소득 격차 현황과 지역 간 차이를 반영하였다. 마지막으로, 본 논문에서는 고정 효과 모형 구축을 통해 디지털 경제가 도시와 농촌 소득 격차에 미치는 영향을 실증적으로 분석하고 지역 이질성 및 강건성 검증을 수행하였다. 연구를 바탕으로 본 논문은 다음과 같은 결론을 내린다. 첫째, 중국의 디지털 경제 발전 수준이 지속적으로 향상되고 도시와 농촌의 소득 격차도 계속 확대되고 있으며 디지털 경제 발전은 도시와 농촌의 소득 격차를 확대하는 효과가 있다. 둘째, 디지털 경제가 도시와 농촌의 소득 격차에 미치는 영향에는 지역적 이질성이 있다. 이를 바탕으로 본문에서는 다음과 같은 제안을 제시한다. 농촌 기반 시설 건설을 강화하고 디지털 경제의 도움으로 도시와 농촌의 소득 격차를 줄이는 기반을 마련한다. 농촌 디지털 인재의 양성 및 도입에 주의를 기울이고 농촌 인적 자본을 향상시킨다. 농촌 디지털 금융을 적극적으로 발전시키고 농촌 주민들의 생산 및 운영을 위한 자금을 제공한다. 디지털 경제와 전통 농업의 심층 통합을 촉진하고 농업 생산 효율성을 향상시킨다. 도시와 농촌 요소의 흐름을 원활하게 하고 도시와 농촌의 조화로운 발전을 촉진한다．
