Supervised by Prof. Choi, Chang Gyu, Ph.D. A Co-Supervised by Prof. Kim, Hong Bae, Ph.D. The recent instability in the real estate market has highlighted the urgency to revitalize the supply of public rental housing in order to address issues within the rental market. However, the current supply of rental housing has predominantly focused on quantity, neglecting crucial factors such as location and accessibility. Consequently, as of 2020, the vacancy rate of rental housing, particularly small-sized units, increased by over 3%, and the availability of new land became scarce. Conversely, prime locations with proximity to stations areas and workplaces experience high demand for rental housing, leading to low vacancy rates and fierce competition. Against this backdrop, this study focuses on long-term rental housing in downtown Seoul, korea where a significant supply gap exists despite existing supply policies aimed at stations areas. Thus, a comprehensive analysis of the system and identification of demand characteristics for long-term rental housing becomes crucial. This study conducted an analysis of the long-term rental housing system and practices in the station areas of Seou, korea. This study then examined the social characteristics, economic characteristics, and housing satisfaction of residents currently residing in long-term rental housing. Additionally, this study conducted a station areas among potential consumers of long-term rental housing in the station area, who are residents of Seoul, korea to explore their demand characteristics. To analyze the demand characteristics, I utilized various statistical methods, including percentages, frequency analysis, T-tests, ANOVA, Chi-square tests, Ordered Logit Model, and Regression Analysis. These methods helped us establish the validity, causality, and association of the data, and allowed us to derive meaningful demand characteristics by categorizing them to distinguish this study from previous studies. The study results revealed a high preference and awareness of long-term rental housing. The findings are as follows: First, the analysis indicated that long-term rental housing offers a higher quality of life, better living environment, and increased housing satisfaction compared to other forms of public rental housing. Second, the case study found that long-term rental housing in station areas had lower security deposits than surrounding rental housing options, which affected housing stability. However, despite differences in location and land prices, the purchase price set by SH Corporation remained the same across all station areas. This study also noted that there were no differences in incentives based on the central hierarchy of the station areas, resulting in limited supply activation. Third, when examining the characteristics of potential buyers in Seoul, this observed significant demand groups based on the following criteria: age (40-50s), income (6 million won or more), marital status (married), occupation (office, management, and professional roles), occupancy type (self-occupied), living area (60-85㎡), housing type (apartment), and number of household members (2). Lastly, this study identified newlyweds as the policy target group, with the suggested amount they could pay upon moving in ranging from 200-300 million won. This study aimed to examine the preferences and demand characteristics of different classes of long-term rental housing in the station areas of Seoul, korea. Furthermore, it provided policy implications and suggested improvement measures to enable customized supply that aligns with the specific demand characteristics of each class. To achieve a more balanced and effective distribution, it is recommended to expand the provision of long-term rental housing in station areas from a small-sized units to a medium to large-sized units. Considering that this system primarily targets the middle class, it is crucial to develop customized supply policies that take into account factors such as income, occupation, age, housing type, occupancy type, marital status, living area, number of household members, and the presence of children. This study holds significant value in identifying the demand characteristics of long-term rental housing in station areas of Seoul, korea. It is hoped that the analysis results will contribute to the enhancement of long-term rental housing supply policies and systems in these areas, ultimately leading to improvements in overall housing provision. Keywords : public rental housing, station areas, long-term rental housing, demand characteristics, preferences, ANOVA, Chi-square test, Ordered Logit Model, Regression Analysis.|국 문 초 록 최근 부동산 시장이 불안정하여 임대시장 불안 해소를 위하여 공공임대주택의 공급 활성화의 필요성이 제기되었다. 그러나, 기존 임대주택은 입지와 접근성을 고려하지 않고 물량 위주로만 공급하였다. 그 결과, 2020년 기준 임대주택의 공실이 소형평형 위주로 3% 이상 늘었고 신규 택지도 고갈되었다. 그와 반대로 역세권은 직주근접으로 공실이 낮고 경쟁률이 커지는 등 그 수요가 높다. 이에 본 연구는 서울시 역세권을 대상으로 장기전세주택을 선정하였다. 그 이유는 역세권 공급정책에도 불구하고 공급이 되지 않고 있기 때문이다. 그러므로 장기전세주택의 제도분석과 수요특성을 파악할 필요가 있다. 본 연구에서는 우선, 서울시 역세권 장기전세주택의 제도와 사례를 분석하고 현재 장기전세주택에 거주하고 있는 거주자의 사회적 특성과 경제적 특성, 주거만족도를 분석하였다. 또한, 역세권 장기전세주택에 잠재적 수요자인 서울시민을 대상으로 설문조사를 실시하여 수요특성을 살펴보았다. 수요특성 분석을 위하여 %, 빈도, T-test, 일원 분산분석(ANOVA)과 카이스퀘어(Chi-square) 검정, 순서형 로지스틱 회귀모형(Ordered Logit Model) 및 회귀분석(Regression Analysis)으로 계층을 집단화하여 타당성과 인과성, 연관성 등을 파악하여 의미 있는 계층별 수요특성을 도출하여 선행연구와 차별화하였다. 연구결과, 장기전세주택에 대한 선호도와 인식은 높게 나타나고 있었다. 분석 결과를 요약하면 다음과 같다. 첫째, 장기전세주택이 다른 유형의 공공임대주택보다 삶의 질은 물론 거주환경과 주거만족도가 높은 것으로 분석되었다. 둘째, 사례조사에서는 역세권 장기전세주택이 주변 전세가보다 보증금이 저렴하여 주거안정에 영향을 주고 있었다. 그러나, 역세권 입지와 지가 차이에도 불구하고 모든 역세권에서 SH공사의 매입가가 동일하다. 또한, 역세권 중심위계와 관계없이 인센티브가 차등이 없어 공급이 활성화되지 못하는 것은 문제점으로 지적되었다. 셋째, 서울시민의 잠재적 수요자의 특성의 계층을 살펴보면 연령에서는 40∼50대, 소득에서는 600만원 이상, 혼인상태에서는 기혼, 직업은 사무·관리·전문직, 점유형태는 자가, 거주면적에서는 60∼85㎡, 주거유형에서는 아파트, 가구원수는 2명에서 유의미한 수요 계층을 도출하였다. 넷째, 정책 대상자 계층은 신혼부부, 입주 시 지불 가능한 금액은 2∼3억원이었다. 본 연구는 서울시 역세권을 대상으로 장기전세주택에 대하여 계층별 선호도와 수요특성을 검증하였다. 그리고, 계층별 수요특성을 반영한 맞춤형 공급을 위하여 정책적 시사점과 개선방안을 제시하였다. 역세권 장기전세주택은 소형평형에서 중대형 평형으로 확대하여야 하고 중산층을 위한 제도임으로 소득여건과 직업, 연령, 주거유형, 점유형태, 혼인여부, 거주면적, 가주원수, 자녀수 등을 고려한 맞춤형 공급정책을 마련할 필요가 있다. 본 연구는 서울시 역세권을 대상으로 장기전세주택의 수요특성에 따른 계층을 파악하는데 의의가 있었고 분석결과가 역세권 장기전세주택 공급 정책 및 제도개선 방안에 기여되기를 기대한다. 키워드: 공공임대주택, 역세권, 장기전세주택, 수요특성. 선호도, 분산분석(ANOVA), 카이스퀘어(Chi-square) 검정, 순서형 로지스틱 회귀분석(Ordered Logit Model), 회귀분석(Regression Analysis)
