고령의 국가유공자를 위한 보훈혜택의 안내리플릿 개선안 연구

Abstract

현재 노인인구 증가에 따라 고령화 사회로 급격히가는 추세에서 정부기관인 국가보훈처 소속 국가유공자들은 일찍부터 고령화 사회를 형성하고 있는 국가기관이다. 이들 대다수가 전쟁을 겪은 세대로 이들에게나라를 위하여 헌신한 공로로 인한 제도적인 지원 뿐아니라 보훈제도와 관련된 정보를 정확하게 안내하여보훈혜택을 충분히 활용할 수 있도록 지원해야한다.

하지만 현재 보훈혜택 안내 리플릿의 현황은 고령의 국가보훈대상자의 신체적, 심리적, 사회문화적 특징이 고려되지 않고 형식적으로 정보를 안내하고 있는 실정이다. 이에 연구자는 보훈정보의 주 사용자인고령의 국가유공자 신체적, 심리적, 사회문화적 특징을 분석하여 개선안을 제안하여 정확한 보훈정보의전달로 보훈혜택과 보훈업무 이용이 편리하도록 하는것을 연구의 목적으로 하였다.

전체적으로 본 연구의 흐름은 이론적 고찰과 현황분석, 문제점 제기와 해결방안을 제시하는 순서로 진행한다. 연구의 방법은 학술지에 개제된 논문과 단행본 및 도서들을 활용하여 문헌조사를 진행하고, 인터넷을 활용하여 국내외 정보를 검색과 함께 국가보훈처에 보고자료 및 자문협조를 통하여 현황조사 및 문제점을 도출하여 개선방안을 하였다. 연구의 대상자는60세 이상 고령의 국가유공자로 설정하였고, 연구범위는 보훈정보 안내 리플릿 개선으로 지정하였다.

고령화 사회에 도입한 우리는 앞으로도 고령자에게관심을 갖고 고령자 중심에서 정보디자인의 문제점을살피고 개선방안을 모색하여, 꾸준하고 체계적인 관리가 필요하다. 본 논문에서는 고령의 국가유공자들이국가를 위하여 헌신하고 공로하였기 때문에 받을 수있는 보훈혜택을 정확하게 안내받고 효율적으로 활용할 수 있도록 이들의 신체적, 심리적, 사회문화적 특성에 맞춰 보훈혜택 안내리플릿의 개선안을 제안한다.;In a society where the elderly is fast increasing in number, Patriots and Veterans Administrations Agency, a government branch where men of national merit belong to, is consisted of senior citizens from a long time ago. Most of them experienced the Korean War. They devoted themselves to this nation. For them, not only institutional systems of their devotion but also accurate and proper information about a Patriots-Veterans system should be provided, enabling them to make good use of it. In reality, however, leaflets about Patriots-Veterans benefits are created as a mere formality without a consideration of physical, mental and sociocultural features of old beneficiaries of such systems. Therefore, the researcher of this study is to analyze physical, psychological and sociocultural characteristics of elderly men of national merits who mostly refer to information about Patriots-Veterans benefits. Moreover, an improvement scheme leaflet that befits their features and lets them use Patriots-Veterans benefits easily is to be proposed. Generally, this study will be progressed by theoretical consideration, status analysis, problem proposal and solution suggestion in order. For the method of this study is to progress documentary research with theses, volumes and books appeared in academic journal, research current situation, draw problems and propose improvements through the research of domestic/international information with internet and request to Patriots and Veterans Administration Agency for reporting materials and consultation cooperation. The subjects of this study were men of national merits over 60 and the range of this study is an improvement of Patriots-Veterans leaflet. As Korean society is becoming an aged society, senior citizens should be constantly paid attention. Also, problems of information design and improvements for them ought to be found out. Furthermore, constant and systematic management is necessary. In this thesis, an improved Patriots-Veteran benefits version that befits their physical, psychological and sociocultural features is to be proposed so that the elderly men of national merits who devoted themselves to this country can get accurate information about benefits they can receive and efficiently utilize it.
