서울시 디자인 가이드라인 평가에 관한 연구 -서울시 가로변 버스정류장을 중심으로-

Abstract

서울시에서는 해외 BRT(Bus Rapid Transit;간선급행버스)성공사례를바탕으로 2006년 국내에 가장 먼저 중앙버스전용차로를 설치하였으며,대중교통 우선의 교통시스템을 도입하였다. 그 결과 주행속도 향상과 대중교통 이용의 활성화가 이루어졌다. 그러나 상대적으로 낙후 된 서울시의 가로변 버스정류장에 대한 문제인식과 다양한 개선 요소를 파악하여,단순한 정류장 기능 외에 이용자가 필요로 하는 정보를 제공하는 등 서울시는 2008년 5월에 ‘디자인서울 가이드라인’을 공표이후 사용자 중심의 버스정류장으로 변화하고 있지만 상당히 미미한 실정이다.

따라서 본 연구에서 서울시 가로변 버스정류장을 조사하여 ‘디자인가이드라인’의 기본방향 7요소로 평가하여 개선 방향을 점검해보기로 한다.

조사 방법은 서울시 25개 자치구 가로변 버스정류장을 중심으로 표본모델을 선별하는 방식으로 진행하였다. 평가방법으로는 디자인서울 가이드라인의 세부항목인 ‘공공시설물 디자인가이드라인’의 기본방향 7요소 즉,기능성, 통합성, 안전성, 보편성, 환경성, 연속성, 정체성을 기준으로 평가하였다. 평가결과는 전체적으로 평균을 하회하는 수준으로 개선이 필요하고 특히 안전성, 정체성은 평균 이하 점수이다. 즉, 서울시의 역사와문화적 의미인 정체성, 공공시설물의 사고 방지를 위한 안전성에 대한개선이 필요하며 보편성, 기능성, 통합성, 연속성, 환경성에서 많은 변화를 보이고 있어 개선이 많이 되어지고 있다는 것은 고무적이다.;Seoul introduced public-transportation-prioritized system by being the first city which deployed central bus-only lane in 2006 benchmarking successful practices of overseas BRT(Bus Rapid Transit). It enhanced driving speed and vitalized public transportation system. However, roadside bus stop have little been changed despite Seoul has tried to make them provide diverse information critical to citizens with analysis and understanding on the problems and improvements of relatively-backward bus stop, since 'Design Seoul Guideline' on May 2008. Thus, this research will conduct survey of roadside bus stop of Seoul and evaluate them of 7 basic elements of the design guideline, to study improvements. To analyze, sample models were selected in roadside bus stop of 25 autonomous regions of Seoul. To evaluate them, the basic directivity was assessed with the 7 basic elements of public-facilities design guideline such as functionality, integration, safety, universality, environment, continuity, and identity, which are details of Design Seoul Guideline. The evaluation shows that the overall aspects are under average and need to be improved; specially, safety, and identity were under average. In other words, identity meaning history and culture of Seoul, and safety to prevent accident in public facilities need to be improved. In addition, there are many changes in universality, functionality, integration, continuity and environment, and many improvements about them are encouraging.
