1930년대 자본주의 세계체제 전환과동아시아 지역 패권의 지정학

Abstract

본고는1933년 세계를 여행하고 쓴 효정 이순탁의 여행기 및 동아일보 국제면기사를 통해 대공황기 보호무역시대를 답사한 행적 및 세계적 전환에 대한 관찰, 거기에 관류한 동아시아 식민지 조선인의 위치 선택과 전환을 살펴보았다. 국제적 차원에서 진행된 세계의 블록경제화라는 자본주의 세계체제의 전환, 동아일보 등을비롯한 당대 담론장의 국제면 기사, 그리고 이순탁의 글쓰기라는 3층위에서 보인 시좌는 일련의 공통계열을 이루고 있다.

유럽여행을 통해 이순탁은 이탈리아와 독일 파시즘의 민주주의 탄압에 대해 비판하면서도, 그것을 유럽의 약자들이 생존을 위해 펼치는 적극적인 경제정책으로서, 자본주의 경제에 개입하는 국가권력의 차원에서 기술하고, 영국과 프랑스 등 구제국에 대해서는 기득권 국가로 기술하고 있다. 미국의 국가주도의 뉴딜 정책에 대해서는 거리두기를 취하며 경제적 성공을 회의적으로 보려한다. 이런 태도의 이면에는이런 극동 즉, 만주, 중국의 일본 이권을 우리(조선)의 이권으로 등치하는 경제적 이해 공동체, 이것을 위협하는 서구 미․소 블록에 대한 적대감이라는 감정공동체, 그리고 ‘태평양방위동맹’으로 현실화된 미․소 군사동맹이라는 일본 측 군사적 위협을조선의 위협으로 동일화하는 군사방위적 공동체 감각이 관류한다. 여기에는 민족주의와의 결별, 혁명이나 진보에 대한 역사철학과의 결별의 감각이 주요 준거 놓여있다. 이는 ‘경제적 생존’을 최우선 가치로 놓는 선택이었지만, 이 선택 자체가 경제외적 ‘감정’과 ‘군사’적 선택까지도 필수적으로 수반한 것이었다.

이순탁의 글과 당시 동아일보 국제면을 통해 본 식민지 조선의 부르주아 담론장이 읽어낸 전환의 시좌는, 세계자본주의 체제의 전환 및 영․미 헤게모니 교체기에, 자본주의 세계체제에 마지막으로 편입된 동아시아 지역 패권의 대응, 그 지역 패권 내 하위제국에의 식민지의 능동적 자발적 결속으로 볼 수 있다. 식민지 조선과 세계, 세계의 헤게모니 변환에 따른 지역 분할 및 지역 내 재질서화가 ‘중층적으로 결합된’ 것이라고 할 수 있다.;This paper examines the world situation, East Asian geopolitics, and the choice of colonial Koreans in the era of the Great Depression Protecting Trade through the trips of Lee, Soon - tak and the International Journal of Dong - A Ilbo in 1933～1934.
