시ㆍ도민 구단 프로화 과정에서 나타나는 특징: 김포FC, 부천FC1995, 천안시축구단을 중심으로

Abstract

This study aims to understand the purpose of professionalization by considering the characteristics and influence of professionalization of city and provincial football clubs belonging to the Korean semi-professional football league. The research was conducted through in-depth interviews with three team members who are deeply involved in the professionalization of each team, and five employees of the football industry. The results were derived from positive and negative views on the professionalization of the city and provincial clubs. First of the positive aspect is that the establishment and professionalization of city and provincial clubs is important since the football is a sport that attracts the attention of residents and has the best social cohesion. Second, with the establishment of a new professional club, jobs will be created not only in professional players but also in various places. Through the calculation of induced effects, K-League related industries was identified to have significant economic ripple effects and they also contribute to the development of local economy and autonomy. Finally, the city and provincial clubs should focus on youth development in football, and these have positive impacts on the expansion of the Korean professional soccer base in the long run. The conclusion to the negative view was drawn as follows: First, hasty professionalization could lead to a lack of financial stability. Due to the characteristics of the city and provincial clubs, taxes account for the majority of operating expenses, therefore if they do not have a sound revenue structure from a long-term perspective, they would be facing difficulties in budget issues. Second, the players of the professionalized club do not reach the level of the professional league, leading to a decline in the level of the game. The quantitative expansion by increasing the number of professional clubs could have a negative effect on the overall league management. Third, the city and provincial clubs are run on budgets organized by local governments. Therefore, the fate of these football clubs may be easily influenced by the results of the local elections. Frequent personnel changes were cited as the main factors that made the club's independence and practical management more difficult. The role and influence of the city and provincial residents are virtually absent in the management of the city and provincial teams. The team should become independent from politics by establishing its identity. For this reason, efforts should be made to establish a legal system to limit the management of politicians' clubs. In addition, clubs who have succeeded in becoming professional, including existing professional clubs, should also solve questions about their ability to become veritable professional clubs. In order to maintain the purpose and value of the club and to attract fans from generations to generations, the identity of the city and provincial clubs must be imprinted on the public through branding.| 본 연구는 한국 세미 프로 축구리그 소속 시ㆍ도민 구단의 프로화 과정에서 나타나는 특징과 프로화의 영향에 대한 고찰을 통해 프로화의 목적을 이해하는 것을 목표로 한다. 연구를 위한 자료 수집은 문헌 고찰과 프로화에 관해 직접적으로 이해관계를 형성하고 있는 구단 관계자 3명과 축구 산업에 종사하며 축구계의 상황을 전반적으로 이해하고 있는 축구계 종사자 5명을 대상으로 심층 인터뷰를 통해 진행되었다. 프로화가 지역 사회에 미치는 영향, 프로화를 통한 프로축구 저변 확대, 프로 리그의 양적 확장으로 동반되는 질적 수준의 하락, 마지막으로 시ㆍ도민 구단 운영에서의 정치적 개입의 항목으로 연구 결과를 도출하였다. 이를 종합하여 시ㆍ도민 구단 프로화에 대한 긍정적인 견해와 부정적인 견해로 결과를 도출하였다. 먼저 긍정적 견해로는 지역민들의 관심을 끌어모을 수 있고 사회적 단합력이 가장 좋은 스포츠가 축구이기에 시ㆍ도민 구단의 창단과 프로화는 중요하다는 의견이었다. 둘째, 새로운 프로구단의 탄생으로 프로선수뿐만 아니라 다양한 자리에서 일자리가 창출된다. K리그와 연관 산업이 경제적 파급 효과가 크다는 것이 유발 효과의 산출을 통해 증명되어, 지역 경제와 지역 자치 발전에 기여 하는 것으로 나타났다. 마지막으로 프로구단은 의무적으로 구단의 유소년팀을 운영해야 한다. 시·도민 구단은 프로화를 진행함에 있어서 유소년 육성 사업을 주요 과제로 삼는다면 유스 활용도가 높은 K리그에서 자생력을 갖고 프로구단으로 자리매김할 수 있으며, 장기적으로 한국 프로축구의 저변 확대에 긍정적인 영향을 줄 수 있겠다. 부정적인 견해들에 대한 결론은 다음과 같이 도출하였다. 첫째, 섣부른 프로화는 재정적 안정성의 결여로 이어질 수 있다는 우려가 가장 많이 제기되었다. 시·도민 구단의 특성상 세금이 운영비의 대부분을 차지하기에 장기적인 관점에서 건전한 수익 구조를 갖추지 못한다면 예산 문제로 어려움을 겪는 것으로 나타났다. 둘째, 프로축구단의 증가가 리그에 미치는 영향을 긍정적으로 바라보는 의견은 많지 않았다. 프로리그 참가 구단의 증가로 양적 팽창이 이루어지고 있으나 프로화를 통해 프로리그에 진출하는 선수들이 프로리그 수준에 미치지 못하며 경기력 하락으로 이어진다는 의견이었다. 셋째, 시·도민 구단에서의 정치와 구단의 존립은 그 관계가 더욱 밀접하다. 시·도민 구단은 지방자치단체가 편성한 예산으로 운영되는 구단이다. 전 세계의 어느 프로 축구 리그의 구단 운영 방식을 살펴보아도 지방자치단체장이 구단주를 맡는 형태는 한국 축구뿐이다. 따라서 지방선거의 결과에 따라 구단의 운명이 쉽게 좌지우지되기도 한다. 잦은 인사교체, 보은 인사 등의 관행은 구단의 실질적인 자립과 실리적인 운영을 더욱 어렵게 만드는 주된 요인으로 꼽혔다. 구단이 확립한 정체성과 비전을 지속적으로 이어갈 수 없게 되는 경우도 생긴다. 정치 외풍에 구단의 내실이 흔들리는 반복되는 관행을 뿌리 뽑기 위해서는 시·도민 구단의 구단주를 지방자치단체장이 맡고 구단의 정체성을 좌지우지하는 관행을 먼저 개선해야 한다. 또한 기존에 있는 프로 구단을 포함하여 프로화에 성공한 구단 또한 프로구단으로서의 자생력에 대한 의문을 해결해야 한다. 팬들에 의한, 지역민의 통합을 위한 구단 창단이라는 설립 목적과 가치를 유지하기 위해서는 시·도민 구단의 아이덴티티가 대중에게 각인될 필요가 있겠다. 시·도민 구단이 프로화 전후에 연고 지역팀으로서의 브랜딩이 분명해야만 세대를 거듭하며 팬들을 지속적으로 끌어들일 수 있다.
