An Emprical Analysis Of The Effects Of Government Policies On Birth Rate in China

Abstract

2015년 10월, 중국은 두 자녀 정책을 발표했습니다.국가 정책에 대응하여 지방 정부는 국가 법정 기준 98일을 기준으로 육아휴직을 다른 일수로 연장하고 처음으로 남성 육아휴직을 제안했습니다.하지만 출산율은 계속 떨어지고 있다.2021년 5월 10일, 3자녀 전면 자유화 정책이 공식적으로 발표되었습니다.이러한 인센티브는 여성의 출산휴가와 남성의 동반출산휴가를 다시 연장하고 부모가 아이를 돌보기 위해 연간 며칠의 휴가를 사용할 수 있는지와 같은 세부 사항을 추가합니다.본 논문에서는 출산휴가 및 동반출산휴가일수가 출산능력에 미치는 영향을 일반 최소자승회귀와 고정효과회귀로 분석하였다.그 결과 출산휴가와 동반출산휴가 일수가 출산율에 유의한 긍정적인 영향을 미치는 것으로 나타났다.지출이 낮을수록 출산율이 높다는 연구 결과도 있다.다른 종속 변수의 도입 후, 출산 보험은 지원 인센티브로서 상당한 부정적인 영향을 미치는 것으로 밝혀졌으며, 이는 또한 사회 보장 및 의료 복지가 신생아 출산율에 대체적인 영향을 미친다는 다른 학자들의 연구 결과를 검증합니다.|In October 2015, China introduced a two-child policy. In response to the national policy, local governments have extended the leave by different days on top of the national statutory standard - 98 days, and for the first time proposed paternity leave for men. Yet fertility rates continued to fall. On May 10, 2021, the three-child policy was introduced. The incentives once again extended maternity leave for women and paternity leave for men, and added details such as how many off days a year parents could take to care for their children. This paper analyzes how the number of days of maternity and paternity leave affects fertility through Ordinary Least Squares regression (OLS) and fixed-effect regression. The results show that the number of days of maternity leave and paternity leave has a significant positive effect on the birth rate. It's also found that the lower the expenditure, the higher the birth rate. After introducing other dependent variables, it is found that maternity insurance as a supporting incentive has a significant negative effect, which also verifies the findings of other scholars that social security and medical welfare have a substitution effect on the newbirth rate.
