프로젝트 계획이 프로젝트 성과에 미치는 영향:SI 프로젝트 수행 결과 중심으로

Abstract

기업은 대외경쟁력 확보를 위한 수단으로 IT 기술을 활용하고, 이를 기반으로 IT 프로젝트가 추진하는 경우가 많이 있다. 그렇게, 추진된 IT 프로젝트는 목표한 성과를 내지 못한 채로 종료되는 경우가 다른 산업에 비해서 많이 발생하고 있다. 기업은 수년 동안 이런 문제를 해결하기 위해서 다양한 노력을 하고 있다. 프로젝트 성공을 위해서는 프로젝트 계획을 잘 세우는 것이 중요하다는 사실이 관심이 커지고 있다. 이는 프로젝트 계획을 적절하게 수립하고 성실하게 수행한다면 프로젝트의 성공을 보장할 수 있다는 뜻이다. 일반적으로 IT 프로젝트에서는 계획은 신속하고 간략히 수립한다. 프로젝트가 실행되면서 프로젝트 계획을 필요한 대로 수정하면 진행하고 있다. 이에 따라 기업에서는 프로젝트 계획의 변동에 따른 자원과 비용의 낭비가 많이 발생하고 있다는 사실과 함께 성공적인 IT 프로젝트를 위해서는 적절한 계획의 수립과 실행이 중요하다는 인식이 확산되고 있다. 또한, 프로젝트의 계획이 적정하게 수립되고, 계획이 예정대로 실행된다면, 즉 계획과 실행 사이의 차이가 크지 않다면, 프로젝트의 최종 결과는 계획한 대로 나올 것이며, 그 차이가 클 때는 프로젝트 성과에 부정적인 영향을 미친다는 것을 추정해 볼 수 있다. 프로젝트 계획의 변동이 프로젝트 성과에 미치는 영향에 대한 계량적인 실증 연구를 미비한 편이다. 본 연구는 IT 프로젝트 산업 분야를 중심으로 프로젝트 계획이 적절하게 수립되어 실행하였다면 목표한 프로젝트 성과의 달성에 영향을 미치는 정도와 중요한지를 파악하고자 하였다. 특히 프로젝트 계획의 변동이 프로젝트 성과 변수인 고객만족도 및 생산성에 미치는 영향을 조사하는 것을 목적으로 하였다. 연구에서는 실증분석을 위해서 500여개의 실제 프로젝트에서 수집된 데이터를 이용하였다. 분석 방법은 회귀분석을 이용하였으며, 독립변수, 매개 및 조절 변수에 대한 통계적인 분석을 실시하였다. 분석결과를 살펴보면, 프로젝트 관리의 삼중제약인 범위, 일정, 비용 간 서로 영향 관계가 있다는 사실을 실증하였다. 또한, 범위와 비용변동이 클수록 프로젝트 성과에 부정적인 영향을 미치는 것으로 나타났다. 프로젝트 계획의 변동과 프로젝트 성과 간의 사이에서 프로젝트 기간, 프로젝트 관리자 경험은 조절적 영향을 미치는 것으로 확인되었다. 본 연구의 이론적 성과는 프로젝트 계획과 실행 간과 관계에 대한 계량적 실증분석을 통하여 선행연구의 실증결과를 확인하였다. 또한, 프로젝트 계획의 중요성을 실증적으로 입증한 점이다. 실무적 관점에서는 프로젝트의 신속한 실행을 위해서 프로젝트 계획 단계를 소홀히 했던 경향이 있는 한국적 프로젝트 관리 문화에서 프로젝트 계획이 충실하게 수행하는 것이 결과적으로 프로젝트 성과가 더 좋게 나올 수 있다는 점을 제시하고 있다. |Companies use IT technology as a means to secure external competitiveness, and there are many cases in which IT projects are promoted based on this. In this way, promoted IT projects are often terminated without achieving the desired results compared to other industries. Companies have been making various efforts to solve this problem for many years. There is growing interest in the fact that good project planning is important for project success. This means that if a project is properly planned and executed with diligence, the success of the project can be guaranteed. In general, IT projects are planned quickly and concisely. As the project executes, modify the project plan as necessary and proceed. As a result, companies are recognizing that proper planning and execution are important for a successful IT project, along with the fact that a lot of waste of resources and costs occurs due to changes in project plans. In addition, if the project is properly planned and the plan is executed as scheduled, that is, if the gap between plan and execution is not large, the final result of the project will come out as planned, and when the gap is large, the project performance will be adversely affected. It can be assumed that the Quantitative empirical studies on the effect of changes in project plans on project performance are lacking. This study aimed to identify the extent and importance of the impact on the achievement of the target project performance if the project plan was properly established and executed, focusing on the IT project industry. In particular, the purpose of this study was to investigate the impact of changes in project plans on customer satisfaction and productivity, which are project performance variables. In this study, data collected from about 500 real projects were used for empirical analysis. As for the analysis method, regression analysis was used, and statistical analysis was conducted for independent variables, mediating variables, and control variables. Looking at the results of the analysis, it was demonstrated that there is an influencing relationship between scope, schedule, and cost, which are the three constraints of project management. In addition, it was found that the larger the scope and cost fluctuations, the more negatively affected the project performance. Project duration and project manager experience were found to have moderating effects between project plan variation and project performance. The theoretical results of this study confirmed the empirical results of previous studies through quantitative empirical analysis of the relationship between project planning and execution. In addition, it empirically demonstrated the importance of project planning. From a practical point of view, it is suggested that faithfully carrying out project planning can result in better project performance in the Korean project management culture, which tends to neglect the project planning stage for the prompt execution of the project.
