공동주택 건설공사의 원가 변동 요인에 대한 경제적 영향 분석

Abstract

대한민국의 최근 10년간의 공공건설 건설수주 현황은 2012년 101조원에서 2021년 197조원까지 점차 증가하고 있는 추세이다. 또한 공동주택 공공건설공사는 국가 예산을 통해 이루어지는 프로젝트로 그 예산을 효율적으로 집행하기 위해 적정 공사비 및 예정 가격 결정을 통한 경쟁 입찰을 진행한다. 따라서 적정 공사비 및 예정 가격을 결정하는 것은 시공자의 금액적인 생산성을 높일 수 있는 부분이다. 하지만 많은 예산이 투입되어도 설계 변경, 물가 변동 등 다양한 이유에 따른 공사비의 증가 및 감소가 이루어지고 있다. 이에 따라 건설 공사의 공사비가 증가하고 있는 추세이다. 이를 막기 위해 사업 내역서 분석 등 공사비의 비중이 큰 요인을 도출하여 공사비를 관리하는 방법 등이 모색되고 있다. 하지만 이와 같은 방법들은 공사비 상승 금액과 상승 요인간의 관계를 도출해내지 못해 사전에 방지할 수 없는 문제점을 가지고 있었다. 따라서 본 연구에서는 공사비 원가를 변동시키는 요인들에 대한 색출 및 정의를 하고 각 요인들에 대한 세부 요인 및 증감액과의 상관성을 분석하여 공사비 상승 요인의 영향도를 분석하고자 한다. Spearman의 상관관계 분석법을 활용하여 공공건설의 공동주택 프로젝트의 현장 특성과 공사비 증가 금액과의 상관성을 분석하고자 한다. |The current status of public construction orders in the past decade in Korea is gradually increasing from 101 trillion won in 2012 to 197 trillion won in 2021. In addition, the Public Construction Corporation of Apartment Houses is a project made through the national budget, and in order to efficiently execute the budget, it conducts competitive bidding through the determination of appropriate construction costs and scheduled prices. Therefore, determining the appropriate construction cost and the estimated price can increase the constructor's productivity. However, even if a large budget is invested, construction costs are increasing and decreasing due to various reasons such as design changes and price fluctuations. Accordingly, construction costs for construction work are increasing. To prevent this, a method of managing construction costs by deriving factors that account for a large proportion of construction costs, such as analysis of project statements, is being sought. However, these methods had a problem that could not be prevented in advance because they could not derive the relationship between the amount of construction cost increase and the factor of increase. Therefore, this study aims to analyze the impact of the construction cost increase factor by searching and defining the factors that change the construction cost and analyzing the correlation between the detailed factors and the increase and decrease for each factor. Using Spearman's correlation analysis method, the correlation between the field characteristics of public construction apartment projects and the amount of construction cost increase is analyzed.
