전자기스펙트럼 작전과 신호정보

Abstract

신호정보와 전자기스펙트럼 작전은 서로 다른 개념이지만 지상, 해상, 공중, 사이버, 우주영역 등 5대 전장영역 전체를 아우른다는 점에서 공통점을 가진다. 2022년 발발한 러시아의 우크라이나 침공은 전자기스펙트럼 영역을 사용하는 새로운 최첨단 무기체계들의 전자기스펙트럼 작전과 더불어 최신 정보수집체계로부터 생산되는 고가치의 국가 전략정보인 신호정보가 전쟁의 성패를 결정한다는 것을 단적으로 보여주고 있다. 이 논문에서는 현대전 및 미래전의 핵심인 새로운 전자기스펙트럼 작전 환경에서 우리나라 신호정보의 발전전략을 제시한다. 이를 위하여 먼저, 고가치의 국가 전략정보 생산의 핵심수단인 신호정보에 대해 용어의 재정립, 국가정보 생산에 핵심적으로 기여하는 군사정보로서의 역할 그리고 한국전쟁에서의 중요성 등을 바탕으로 우리나라 신호정보를 재조명한다. 이후, 2020년 발표된 미국의 전자기스펙트럼 우세 전략서와 합동 전자기스펙트럼 교리를 바탕으로 한국형 전자기스펙트럼 작전의 개념을 최초로 정립하고 한국형 전자기스펙트럼 우세 전략 및 우세 전략목표를 제안하며 이를 수행하기 위한 한국형 전자기스펙트럼 작전 조직 구축방안을 제시한다. 한편, 신호정보와 전자기스펙트럼 작전은 5대 전장영역을 모두 관계하고 있다는 공통점이 있지만 서로 다른 개념이다. 이 관계를 살펴보기 위하여 전자전과 신호정보의 관계를 고찰한 후 이를 확대 발전시켜 전자기스펙트럼 작전과 신호정보의 관계를 정립한다. 최종적으로 이를 모두 종합하여 새로운 전자기스펙트럼 작전 환경에서 대한민국의 신호정보 발전전략을 개념, 조직 및 제도, 플랫폼 그리고 기술발전의 측면에서 제시하여 우리나라 국가정보력 건설 및 확충을 통한 국가방위력 증대에 이바지하고자 한다.| Signal intelligence (SIGINT) and electromagnetic spectrum operations (EMSO) are different concepts, but they have something in common in that they cover all five major battlefield areas: ground, sea, air, cyber, and space. The Russian invasion of Ukraine in 2022 conclusively shows that high-value national strategic intelligence produced from the latest intelligence gathering systems, along with the EMSO of new state-of-the-art weapons systems, is a critical determinant of the success or failure of modern war. In this dissertation, a proposal for a new SIGINT strategy of Korea in new EMSO environments, which is the core of modern warfare and future warfare, is presented and analyzed. To this end, the SIGINT of Korea is re-examined based on the re-establishment of terms, the role of military intelligence as a contributor to the production of national intelligence, and its importance in the Korean War. After that, based on the US electromagnetic spectrum superiority strategy and joint EMSO doctrine announced in 2020, the concept of a Korean electromagnetic spectrum superiority strategy and superiority strategy goals are first established, and a plan to establish a Korean EMSO organization is proposed. In order to examined the relationship between SIGINT and EMSO, the relationship between SIGINT and electronic warfare is first investigated and then, by expanding and developing it, the relationship between SIGINT and EMSO is examined. Finally, by synthesizing all of these, a SIGINT strategy of Korea in new EMSO environments is proposed from four perspectives: concept, organization and system, platform, and technology advancement. The proposed SIGINT strategy of Korea will contribute to the increase of national defense capabilities through the construction and expansion of the national intelligence power of Korea.
