신탁방식 가로주택정비사업의 만족도에 미치는 영향 연구

Abstract

The purpose of this study is to understand the concept, characteristics, legal system and progress of Trust company-led Block-unit Housing Rearrangement projects, selection factors of Trust company-led Block-unit Housing Rearrangement projects and members’ satisfaction were reviewed and to present implications for revitalizing Trust company-led Block-unit Housing Rearrangement Projects through empirical analysis from the members’ point of view. For this, the factors of selection characteristics of Trust company-led Block-unit Housing Rearrangement Projects were selected through consideration of previous studies and expert interviews and the questionnaire was conducted. Then, satisfaction of members who are users of Trust company-led Block-unit Housing Rearrangement Projects was analyzed using ordinal logistic regression analysis. According to the analysis results of this study, it was found that the stability factor was the most important factor affecting overall satisfaction of members as a component of Trust company-led Block-unit Housing Rearrangement Projects. Stability factors cover the possibility of the trust company's leading project, the ability to directly procure business expenses, and the management of the risk of bankruptcy of construction companies. Since urban renewal projects is a structure that depends on the contractor from the beginning of the project due to the limitations of the association's expertise and financing ability, it becomes difficult for members to promote the project itself if it is difficult to select construction companies. In Trust company-led Block-unit Housing Rearrangement Projects, the trust company takes the lead in promoting the project, making up for the lack of expertise of the association and selecting a quality construction company that can avoid the risk of bankruptcy. also, self-finacing is possible. Therefore, enabling stable business promotion without relying on the construction company. This is a fundamental factor compared to other factors such as economic feasibility and reliability, and it is possible to directly experience it from the beginning of the project, so it is judged to have the most important effect on the overall satisfaction of members. Therefore, in order to revitalize the Trust company-led Block-unit Housing Rearrangement Projects, through the initiative of the real estate trust company, it is necessary to make continuous efforts to strengthen the stability factor, through to select a quality construction company and to smoothly procure funds such as initial project costs. This study is of academic and practical significance in that it analyzed the factors influencing the user satisfaction of Trust company-led Block-unit Housing Rearrangement Projects from the perspective of members. |본 연구는 신탁방식가로주택정비사업의 개념과 특성, 제도와 현황, 선택요인 및 이용자 만족도를 파악하고, 토지등소유자(조합원) 관점에서의 실증분석을 통해 신탁방식 가로주택정비사업의 활성화에 도움이 되는 시사점을 제시하는데 목적이 있다. 이를 위해서 선행연구 고찰과 전문가 인터뷰를 통해 신탁방식 가로주택정비사업의 선택요인을 선정한 후, 설문조사를 실시하였고 만족도에 영향을 미치는 요인들을 확인하기 위해 순서형 로지스틱 회귀분석을 통해 실증분석 하였다. 본 연구의 분석결과를 보면, 신탁방식 가로주택정비사업의 선택요인으로 안정성 요인이 토지등소유자(조합원)의 전반적인 만족도에 가장 중요한 영향을 미치는 것으로 나타났다. 안정성 요인은 신탁사의 주도적인 사업 진행 가능성, 사업비 직접 조달능력, 시공사 부도위험 관리 등을 포괄한다. 정비사업은 조합의 전문성 및 자금조달능력의 한계로 인해 사업 초기부터 시공사에 의존하여 추진되는 구조이므로 조합에서는 시공사 선정에 난항이 있는 경우 사업추진 자체가 어려워지게 된다. 신탁방식 가로주택정비사업은 신탁회사가 주도적으로 사업추진을 하여 조합의 부족한 전문성을 보완하고 부도위험 회피가 가능한 양질의 시공사 선정이 가능하며 자체적인 사업비 조달을 통하여 시공사에 의존하지 않고도 안정적인 사업추진을 가능하게 한다. 이는 경제성, 신뢰성 등 다른 선택속성 등에 비해 근본적인 요인으로 사업추진 초반부터 직접적인 체감이 가능하여 토지등소유자(조합원)들의 전반적인 만족도에 가장 중요한 영향을 미치는 것으로 판단된다. 따라서 신탁방식 가로주택정비사업의 활성화를 위해서는 부동산신탁회사의 주도적인 사업추진으로 초기사업비 등 원활한 자금조달 및 부도위험 회피가 가능한 양질의 시공사 선정 통한 안정성 요인 강화를 위한 지속적인 노력이 필요하다고 하겠다. 본 연구는 실제 신탁방식 가로주택정비사업의 이용자라고 할 수 있는 토지등소유자(조합원)관점에서 신탁방식 가로주택정비사업의 만족도에 대한 영향요인을 분석하고 그 근거를 제시하였다는 점에서 학문적, 실무적 의의가 있다.
