Perception of Sustainable Development with Green Infrastructure Approach among the Stakeholders Involved in Urban Riverfront Projects in Jakarta, Indonesia

Abstract

River and water are important resources for human life, environment and national development. In Indonesia, the importance of rivers as the focal point of the city was established from early times of civilisation. Population and economic growth, urbanization and increased technology have transformed many Indonesian river systems While rapid urbanization has greatly improved economic and social development, it has also caused several environmental issues, starting from local climate alteration, carbon storage, increased air and water pollution, increased energy demands, a major reduction in natural vegetation production, and decreased ecosystem services. These findings and assessment of environmental impacts caused by the urbanization in Indonesia have become a top attention and priority in recent years. In order to maintain the balance between all function, a sustainable riverfront development is considered as one of the effective options. The concept of sustainable riverfront development attempts to accomplish balance by developing the necessary built environment while keeping the natural environment intact and provides ecological service. The focus of this study was to examine riverfront development project in Indonesia as well as to identify the suitable attributes of riverfront development, in order to develop a set of criteria that can be use as reference or guidelines for future urban riverfront development project. This study started with literature review to compile and collect suitable principles and criteria related to sustainable concept and green infrastructure approach for urban riverfront. The selected criteria would later used to discuss together in expert interviews with professionals, to make a comprehensive list for survey questions. This section was done with qualitative research method. The findings of this research were based on survey conducted online through Google form and mailed to urban riverfront stakeholders, from both public and private sectors, in Jakarta- Indonesia (quantitative phase). The findings identified a set of suitable criteria or attributes based on sustainable concept and green infrastructure for urban riverfront development project that can be used as reference or guide in assisting urban planner when undertaking riverfront projects in the future. |강과 물은 인간의 삶, 환경, 그리고 국가 발전을 위한 중요한 자원이다. 인도네시아에서는 도시의 중심지로서 강의 중요성이 문명 초기부터 확립되었다. 인구와 경제 성장, 도시화와 기술의 증가는 많은 인도네시아의 강 시스템을 변화시켰다. 급속한 도시화는 경제적, 사회적 발전을 크게 향상시켰지만, 그것은 또한 지역 기후 변화, 탄소 저장, 대기와 수질 오염 증가, 에너지 증가 등 여러 환경 문제를 야기했다.기후 수요, 자연 식생 생산의 큰 감소, 생태계 서비스의 감소. 이러한 인도네시아의 도시화에 따른 환경영향에 대한 연구결과와 평가는 최근 최고의 관심과 우선순위가 되고 있다. 모든 기능 간의 균형을 유지하기 위해 지속 가능한 강변 개발이 효과적인 옵션 중 하나로 고려된다. 지속가능한 강변개발의 개념은 자연환경을 그대로 유지하면서 필요한 건설환경을 개발하여 균형을 이루려 하고 생태서비스를 제공한다. 본 연구는 인도네시아의 강변개발사업을 살펴보고, 향후 도시의 강변개발사업에 참고 또는 가이드라인으로 활용될 수 있는 일련의 기준을 개발하기 위해 강변개발의 적합한 속성을 파악하고자 하였다. 본 연구는 도시하천변에 대한 지속가능한 개념과 녹색기반시설 접근과 관련된 적절한 원칙과 기준을 정리하고 수집하기 위한 문헌고찰에서 출발하였다. 선택된 기준은 나중에 전문가 인터뷰에서 함께 논의하여 설문조사 질문에 대한 포괄적인 목록을 작성하는 데 사용된다. 이 섹션은 정성적 연구 방법으로 수행됩니다. 본 연구의 결과는 구글 양식을 통해 온라인으로 실시된 설문조사를 기반으로 자카르타-인도네시아의 공공 및 민간 부문 모두의 도시 강변 이해관계자에게 우편으로 발송되었다(양적 단계). 이 연구결과는 향후 강변개발사업을 수행할 때 도시계획가에게 참고 또는 지침으로 활용될 수 있는 지속가능한 개념과 녹색기반시설을 기반으로 적합한 기준이나 속성을 확인하였다.
