정부 신뢰도, 복합리조트 개발 영향 인식과 개발 지지도 간 영향관계: 지역 애착도의 조절효과

Abstract

본 연구의 목적은 고부가가치 산업으로 인식되는 복합리조트 개발의 가속화가 진행되는 시점에서 정부 신뢰도, 복합리조트 개발 영향 인식, 개발 지지도 간 영향관계 및 이들 간 관계에서 지역 애착도의 조절효과를 규명하는 데 있다. 본 연구는 제주도의 두 번째 복합리조트인 드림타워 개발지역의 주민을 대상으로 설문조사를 실시하여 자료를 수집하였다. 구조방정식 모형 분석을 통한 연구 결과, 정부 신뢰도는 긍정적 영향 인식에 모두 정(+)의 유의한 영향을 미치는 것으로 나타났고, 부정적 사회/환경 영향에 부(-)의 유의한 영향을 미치는 것으로 나타났다. 또한, 정부 신뢰도는 개발 지지도에 직접적으로 유의한 영향관계를 보였고, 긍정적 경제/사회 영향 인식과 부정적 환경 영향 인식이 개발 지지도에 유의한 영향을 미치는 것으로 나타났다. 다중집단분석을 통해 지역 애착도의 조절효과를 검증한 결과, 긍정적/부정적 영향 인식과 개발 지지도 간 관계에서 지역 애착도가 낮은 집단과 높은 집단 간의 유의한 차이가 나타나지 않아 지역 애착도의 조절효과는 없는 것으로 확인되었다. 이러한 연구 결과를 토대로 지속적인 복합리조트 개발의 성공을 위해서는 복합리조트 개발에 개입되는 정부에 대한 지역주민의 신뢰를 형성하는 것이 매우 중요하다는 사실을 시사한다. 더불어, 지역주민의 복합리조트 개발에 대한 지지도를 높이기 위해서는 복합리조트 개발이 지역 환경에 미치는 긍정적 영향력에 대해 일깨워주는 것이 중요하다고 할 수 있다.

An integrated resort (IR) is a high value-added business and IR development is accelerating at a rapid rate. The purpose of this study was to examine the relationship among residents’ trust in government, perceived impacts of IR development and support for development focused on residents in Jeju Island as well as the moderating effect of place attachment between perceived impact of IR development and support for development. Survey data were collected from local residents near Jeju’s second IR, Jeju Dream Tower, in Jeju. The results through structural equation modeling showed that residents’ trust in government had a positive effect on all perceived positive impact of IR development and had a negative effect on perceived negative social/environmental impact of IR development. Also, trust in government had a direct influence on support for development of IR, and perceived positive economic/social impact and perceived negative environmental impact did significantly affect support for development. Place attachment had no significant moderating effect on relationships between perceived impact of IR development and support for development. Based on the results, the government was engaged in developing IR, and this study suggested that the key to success in the development of IR was trust in government. Additionally, to increase residents’ support for IR development, it was important for local residents to have the positive environmental impact of IR development to the local area.
