여말선초 전제개혁의 역사적 성격에 대한 재검토 - ‘사전개혁’ 에 대한 비판적 관점에서 -

Abstract

조선 건국 과정에서 이루어진 전제개혁은, 고려말 사전문제를 해결하고 새로운 왕조의 경제적 토대를 구축한 역사적 사실로 받아들여졌다. 일부 연구에서 전제개혁안의 내용이 ‘수조권 재분배’에 그치고 있음을 지적하고, 이에 따라 ‘개혁의 불철저함’을 일부 인정하긴 하였으나 전제개혁의 전체적인 역사상에는 큰 영향을 주지는 못하였다. 본고는 만일 조준의 전제개혁안이 수조권의 재분배에 그치는 것이라면, 그것이 실제 개혁적 내용을 담고 있는 것인가의 반문에서 출발하였다. 수조권 재분배안은 고려말 각종 사회경제적 문제들을 일소할 수 있는 개혁이 아니었으며, 오히려 당시의 현실을 그대로 인정한 측면이 크다고 할 수 있다. 이 과정에서 수조권 재분배는 주로 국가의 재정 문제를 해결하기 위하여 시행되었다. 전제개혁에서 ‘개혁적 성격’을 찾는다면, 그것은 재정개혁으로 설명할 수 있을 것이다. 전제개혁은 재정개혁이란 측면에서 만족할 만한 성과를 거두지 못하였다. 또한 당시 해결하지 못한 고려 말 사회경제적 변화들은 조선 건국 이후에도 그대로 유지, 발전되었다. 이에 따라 조선의 국가, 경제, 사회 시스템은 고려와는 전혀 다른 방식으로 만들어지게 되었다. 따라서 조선 건국 전후의 전제개혁은 보다 거시적 관점에서 그 역사적 성격이 음미되어야 할 것이라 생각한다.

The land reform made during the founding of the Joseon Dynasty was recognized as a historical fact that solved the private land problem in the end of Goryeo and built the economic foundation of a new dynasty. As some studies pointed out that the content of the land reform plan is limited to ‘Redistribution of Taxation Right', ‘the incompleteness of reform' was partially recognized, but it didn't much effect on the overall history of Land Reform. This paper started with the question that if Jo Joon's plan of land reform was only a redistribution of taxation right, would it have really included reformative contents in it. The taxation right redistribution plan was not a reform that could eliminate various socio-economic problems at the end of the Goryeo Dynasty, but it can be said that it is rather the aspect accepted the reality of the time as it is. In this process, the taxation right redistribution was mainly implemented to solve the country's financial problems. If looking for ‘reformative character' in the land reform, it can be explained as a financial reform. The land reform didn't give satisfactory results in terms of a financial reform. In addition, the unresolved socio-economic changes at the end of Goryeo maintained and developed even after the founding of the Joseon Dynasty. Accordingly, the Joseon's national, economic and social system was formed in a completely different way from Goryeo. Therefore, the historical character of the land reform conducted before and after the founding of the Joseon Dynasty should be considered from a more macroscopic perspective.
