북한-중국 과학기술협력 네트워크의 구조적 특성과 변화에 대한 연구: 트리플힐릭스 접근을 기반으로

Abstract

북한은 1990년대 구사회주의 국가들의 붕괴 이후 전통적인 우방국인 중국과 과학기술협력을 지속해 왔다. 특히 김정은 정권의 집권 이후, 양국 간의 과학기술협력이 강화되면서, 최근 양국 간 협력의 성과가 이례적으로 급증하는 경향을 보이고 있다. 이에 본 연구는 지난 20년 동안 북한-중국 과학기술협력의 흐름과 패턴의 변화를 포착하기 위해, Web of Science와 SCOPUS에 등재된 국제학술지 공저자 논문을 추출하여 네트워크 분석을 수행하였다. 본 연구는 트리플힐릭스(Triple Helix) 이론적 모델을 활용하여, 북한-중국 과학기술협력에서 드러나는 산업-대학-정부 간의 협력네트워크의 구조를 분석하고, 분석결과를 기반으로 양국 간의 과학기술협력 모델의 주요 특성과 변화에 대한 이해를 도모하였다. 연구결과를 통해, 과거 정치적 이해관계에 의존한 양국 간의 과학기술협력은 2010년도 이후부터 대학이 중요한 협력주체로 부상함에 따라 그 성격이 점차적으로 변화되고 있는 것으로 발견되었다. This study aims to examine the changing nature and pattern of North Korea-China collaborations in science and technology by employing a network analysis. Internationally co-authored papers are analyzed to uncover overall trends of scientific collaborations between the two countries over the period of 1997-2019. Using co-authored publication data from the SCIE database of Web of Science Core Collection and SCOPUS databases, this study performs a network analysis based on the triple helix perspective to capture major changes in the structural patterns and characteristics of scientific collaborations in two different time periods. The analytical results reveal that the collaboration network has gradually evolved with considerable increases in research collaborations between universities from both countries since the early 2010s. In recent years, the triple helix model for scientific collaborations of North Korea and China is found to be in transition to a new phase, since it has started to deviate from the previous pattern of their collaborations mostly underlying the political interests.
