표준의 경제성장에 대한 기여 분석

Abstract

본 연구의 목적은 표준이 경제성장에 미치는 파급효과를 분석하는 것이다. 분석모형은 성장회계접근방법(Growth Accounting Approach)을 적용하여 2가지 모형으로 구분하여 분석하였다. 〈Model 1〉에서는 1970~2015년 기간의 한국의 표준이 한국경제에 미치는 파급효과를 분석하였다. 분석결과, 한국의 표준스톡의 탄력성은 0.095로 추정되었으며, 이는 표준스톡 1% 증가는 한국의 경제성장을 약 0.095% 증가시키는 것을 의미한다. 〈Model2〉에서는 1994~2016년 기간의 35개 국가의 패널자료를 구축하여 표준의 경제적 기여를 분석하였다. 35개국의 표준스톡 탄력성은 평균 0.025이었고 표준스톡 증가율은 약 30.69%로 추정되었다. 한국의 경우 분석대상국가에 비하여 표준의 성장기여율이 낮게 나타났다. 따라서 표준의 양적인 성장보다는 경제 및 기술적 파급력이 높은 기술의 표준화에 자원과 노력을 집중함으로써 표준의 성장에 대한 기여를 높이는 정책적 노력이 필요해 보인다. The purpose of this paper is to estimate the effects of standards on economic growth. We used two models with the growth accounting approach. The first model estimated the impact of standards on economic growth for the period from 1970 to 2015. The results showed that a 1% increase in the stock of standards induces an increase in 0.095% in the growth of gross domestic products (GDP). The second model estimated the effects of standards on economic growth of 35 countries for the period from 1994 to 2016 using panel data. The elasticity coefficient for all countries was about 0.025, and the growth rate of standards was about 30.69%. In Korea, compared to other countries, the contribution rate of standards to growth was relatively low. Therefore, the Korean government seems to need policy efforts to increase the contribution to the growth of standards by concentrating resources and efforts on standardization of technologies with high economic and technological impact, rather than quantitative growth of standards.
