시간의 벽 : 용산공원 내 위수감옥시설 재생을 통한 메모리얼 전시공간 계획안

Abstract

2003년 5월 한미 정상간 용산기지 평택이전이 합의되고, 2005년 10월 국가공원 추진계획이 발표가 되었다. 이후 10여년 간의 사전 준비작업을 거쳐 국제 공모전을 통해 2012년 4월 23일 용산공원이라는 이름으로 조성되게 될 국가공원 조성계획안이 발표되었다. 공모는 부지의 역사성, 생태적 가치, 문화적 잠재력 등을 고려한 다양한 개념의 49개의 컨소시엄 업체가 제안서를 제출하였고, 이 중 ‘미래를 지향하는 치유의 공원’ 이라는 개념의 계획안이 당선되었다. WEST8의 조경가 아드리안 구즈(Adriaan Geuze,네덜란드)와 이로재의 건축가 승효상(한국)이 공동으로 설계한 작품으로 자연과 역사, 문화를 치유하는 공원으로서 한국의 대표적 국토경관인 산, 골, 연옷을 현대적으로 재현하였으며 남산-용산공원-한강을 잇는 생태축을 현실적이면서도 전략적인 방식을 통해 구축하고, 오작교라 명명한 다리를 통해 공원내부와 주변 도시를 효과적으로 연계하는 등의 아이디어가 돋보인 계획안이였다.

계획안은 발표가 되었고 기본계획단계에 놓여진 본 대상지는 2020년 8월부터 용산기지 동남쪽 미군 장교 숙소부지가 국민에게 개방되며 국민적 관심이 다시금 집중되게 되었고, 이후 계획안에 대해 더욱 깊게 알아보던 중 기존 조성계획안에 대한 문제점이 느껴졌다. 아직 용산기지와 그 안의 역사문화유산에 대한 조사가 부족함에도 불구하고, 이미 조성계획안은 수립되었다. 물론 서울이라는 거대 도시의 중심부에 있으면서도 우리 것으로 인식하지 못했던, 게다가 수없이 다양한 활동이 가능할 만큼 넓은 부지를 돌려받게 되므로 미리 계획을 세우고 검토할 필요가 있었을 것이다. 다만용산 공원 조성계획이 어떻게 수립되고 변화했는지, 그리고 그 과정에서 용산공원 역사문화유산의 보존, 혹은 해체가 어떤 영향을 받게 되었는지 면밀하게 되짚어 볼 필요가 있다.

조성계획안에 포함된 부지가 242만여㎡에 달하는 방대한 면적에 총 1000여동의 건축물이 위치한 부지는 각각의 선정기준에 따라 3단계에 걸쳐 존치-81동, 해체-841동,보류-53동으로 결론을 내렸다고 하나, 현재까지도 현장 확인이 매우 제한적이며, 기지내부를 면밀히 파악하기 힘든 상황이 이에 대한 역사적 가치 및 각 건물의 현황에 대한 충분한 논의가 이뤄진 상황이라고 보기 어렵다. 이러한 상황 속에서 용산공원의 결정된 건축물 존치대상 선정은 역사문화자원의 가치를 고려하기보다는 용산공원의성공적인 조성을 우선한 것으로 생각된다.

따라서, 본 연구는 이러한 아쉬움에서 시작되며 거시적인 도시적 관점에서의 용산공원에 대한 해석이 아닌, 용산공원부지 내 특정 건축물의 역사문화적 가치를 깊게 고려하여 조성된 건축물을 통해 세부적인 활용방안을 모색함에 그 목표를 둔다.|In May 2003, the relocation of the Yongsan base to Pyeongtaek between the leaders of Korea and the United States was agreed, and in October 2005, the national park promotion plan was announced. After more than a decade of preliminary preparation work, a plan to create a national park under the name of Yongsan Park was announced on April 23, 2012, through an international contest. For the contest, 49 consortium companies of various concepts submitted proposals considering the historical, ecological value, and cultural potential of the site, and among them, a plan for the concept of "healing park aiming for the future" was elected. It is a park designed jointly by WEST8 landscape architect Adrian Guze (the Netherlands) and architect Seung Hyo-sang (Korea) of Irojae. It modernizes Korea's representative national landscape, mountains, valleys, and lotus, and built and malfunctions through a realistic and strategic way. The plan was announced and the target site, which was placed in the basic planning stage, was opened to the public from August 2020, drawing keen attention from the public, and problems with the existing plan were felt while further examining the plan. Despite the lack of investigation into the Yongsan base and its historical and cultural heritage, the construction plan has already been established. Of course, it would have been necessary to plan and review in advance because it was in the center of the huge city of Seoul but was not recognized as ours, and in addition, a site large enough to enable countless activities will be returned. However, it is necessary to closely examine how the Yongsan Park construction plan was established and changed, and how the preservation or dismantling of Yongsan Park's historical and cultural heritage was affected in the process. A total of 1,000 buildings are located in a vast area of 2.42 million square meters, but it is difficult to say that sufficient discussions have been made on the historical value and the status of each building in three stages. In this situation, it is believed that Yongsan Park's selection of the target of the determined building retention takes precedence over the successful creation of Yongsan Park rather than considering the value of historical and cultural resources.
