플랜트 프로젝트 데이터베이스 활용사례 분석

Abstract

건설사 및 설계사에서 설계 구매 시공까지 영역을 확대하면서 전문인력 부족 등으로 인해 프로젝트 수행에 어려움을 겪고 있다. 특히 플랜트 프로젝트는 설계 및 구매, 조달이 복잡하고, 다양한 공종 간 간섭이 발생하는 등 난이도가 높아 어려움이 많다. 이로 인해 EPC 플랜트 프로젝트를 수행하던 많은 건설사들이 손실을 경험 후 현재는 해외 EPC 플랜트를 진행하지 않고 사업을 축소하거나 철수하는 등 보수적인 전략으로 전환하고 있다. 본 연구의 설문 조사를 진행한 회사를 포함하여 몇몇 건설사만이 경험과 기술력을 바탕으로 EPC 플랜트 프로젝트를 수주 및 수행하고 있다. 기술과 경험이 부족한 건설사들은 이러한 해외건설수주 상황을 개선하고 사업을 발전시키기 위해 적극적으로 EPC 플랜트 프로젝트 경력직 채용을 진행하고 있다. 이로 인해 인력 유출이 발생하는 건설사의 입장에선 근무자들의 이직에 대한 대책이 필요하다. 이에 대한 대책으로 이직을 줄이기 위한 직접적인 인사대책도 중요하지만, 근무자들의 기술과 경험 등 무형자산의 손실에 대한 대책도 중요하다. 이는 노사의 노력과 투자로 이룬 공동자산이다. 기업은 근무자들의 이직 혹은 은퇴 등으로 인한 기술과 경험 등 무형자산의 손실에 대한 대책도 필요하다. 본 연구에서는 EPC 건설사의 무형자산 손실에 대한 대책으로 Lessons Learned를 제안하여 무형자산 손실의 개선을 통해 플랜트 프로젝트 손실의 최소화를 위한 연구를 진행하였다. Lessons Learned Program을 운영하는 건설사의 EPC 플랜트 프로젝트 관련 부서 근무자들을 대상으로 활용도 및 개선사항에 대한 설문 조사를 진행하였다. 설문조사 결과를 바탕으로 Lessons Learned Program에 대한 활용도 분석하고, Lessons Learned Program을 EPC 플랜트 프로젝트에 효율적으로 적용하기 위해 데이터, 시스템 등 부족한 부분의 개선을 목적으로 한다.|While expanding the area from construction companies and engineering companies to engineering, procurement and construction, they are experiencing difficulties in project execution due to lack of specialized human resources. In particular, plant projects are complicated in engineering, procurement and construction, and there are many difficulties such as interference between various types of work. As a result, many construction companies that were engaged in EPC plant projects experienced losses, and now they are shifting to a conservative strategy such as reducing or withdrawing their businesses without proceeding with overseas EPC plants. Only a few construction companies, including the one that conducted the survey for this study, have received orders and carried out EPC plant projects based on their experience and technical capabilities. Construction companies lacking technology and experience are actively hiring EPC plant project carriers to improve these overseas construction orders and develop their businesses. As a result, from the standpoint of a construction company where the outflow of human resources occurs, it is necessary to take measures against the turnover of workers. As a countermeasure against this, direct personnel measures to reduce turnover are important, but measures against loss of intangible assets such as worker skills and experience are also important. This is a joint asset achieved through labor and management efforts and investment. Companies also need to take measures against the loss of intangible assets such as skills and experience due to employee turnover or retirement. In this research, we proposed Lessons Learned as a countermeasure against intangible asset loss of EPC construction companies, and proceeded with research to minimize plant project loss through improvement of intangible asset loss. We conducted a questionnaire on the degree of utilization and improvement items for workers in the EPC plant project-related departments of the construction company that operates the Lessons Learned Program. Based on the results of the questionnaire survey, we will analyze the utilization of the lessons learning program and aim to improve the shortages such as data and systems in order to efficiently apply the lesson learning program to the EPC plant project.
