미국의 북핵정책 결정요인에 관한 연구

Abstract

본 논문은 클린턴 행정부에서 부시 행정부에 이르기까지 미국의 북핵 관련 대북정책의 변화를 강경 또는 관여정책이라는 기준에 따라 5개 시기로 나누고 그러한 변화된 정책결정이 이루어지게 된 과정을 분석하기 위하여 로즈노우의 예비이론과 톰슨과 매크러디스의 분석모델, 젠슨의 분석모델을 적용하여 국제적 차원, 국내적 차원과 개인적 차원에서 대북핵 정책결정요인들을 분석한다. 또한, 최종적으로 실행된 정책이 어떠한 요인으로 그 결정에 도달하게 되었는지를 파악하기 위하여 각 요인들의 영향력 정도 평가와 상호작용 과정을 분석한다. 결과적으로 시기별로 각 차원의 요인들의 중요도는 다르게 나타났지만 일정한 경향성도 발견되었다. 즉 미국 행정부에 의해 대북 강경정책이 결정된 당시에는 국내적 요인이 다른 차원의 요인들에 비해 큰 영향력을 발휘하였고, 관여정책으로 결정된 당시에는 국제적 요인과 개인적 요인이 국내적 요인보다 상당히 크게 영향력을 발휘하는 경향을 보였다. 이런 분석 결과는 향후 미국을 비롯한 일국의 외교정책결정을 이해하고 예측하는 데 기여할 수 있을 것으로 사료된다. |In this paper, from the Clinton administration to the Bush administration, the changes in the U.S. North Korean nuclear policy were divided into five periods according to the criteria of hard-line or involvement policy. In order to analyze the process in which such changed policy decisions were made, Rosena’s preliminary theory, Thompson and Macridis's analysis model, and Jensen's analysis model are applied to analyze the determinants of North Korea's nuclear policy at the international, domestic and personal level. In addition, the degree of influence of each factor and the process of interaction are analyzed to understand what factors the finally implemented policy reached. As a result, the importance of factors at each dimension was different for each period, but certain tendencies were also found. In other words, when the U.S. administration decided the hard-line policy against North Korea, domestic factors had a greater influence than other factors, and when it was decided as an involvement policy, international and personal factors tended to have a greater influence than domestic factors. The results of this analysis are expected to contribute to understanding and predicting foreign policy decisions of the United States and other countries in the future.
