대한민국 공군 전자기스펙트럼 작전

Abstract

현대전에서 전자전, 정보감시정찰, 위성통신, 적외선 장비 등 전자기스펙트럼이 활용되는 기술은 공군의 군사작전을 수행하는데 필수적인 요소가 되었고, 제공권으로 판가름 되던 전장의 우세는 전자기스펙트럼 우세로 그 가늠자가 변경되고 있다. 특히, 공군에 있어서 전자기스펙트럼에 대한 의존도가 높은 공중, 우주를 기반으로 하는 새로운 무기체계가 다수 등장하고 있으며, 과거 단독 기능만을 구현하던 무기체계와는 판이한 형태로 융복합 기능을 수행하기 위하여 전자기스펙트럼으로 연결된 무기체계가 전 전장 영역에서 각축을 벌이며 공군작전의 성공과 실패를 결정하는 요소가 될 것으로 전망된다. 따라서 한국 공군도 과거의 전통적인 전자전과 전자기스펙트럼 관리에 대한 개념이 통합된 새로운 전자기스펙트럼 작전으로의 확장이 필요하며, 이러한 전자기스펙트럼 환경에서의 작전 수행을 위해 전자기스펙트럼 작전에 대한 개념 정립이 요구된다. 이 논문에서는 한국 공군의 전자기스펙트럼 작전 개념을 정립하고, 전자기스펙트럼 우세전략을 제안하며, 우세전략 실현을 위한 한국 공군 전자기스펙트럼 작전 체계 구축방안을 제시한다. 이를 위해 먼저, 전자기스펙트럼 작전을 최초로 공표한 미국의 전자기스펙트럼 작전 개념과 미국 공군의 세부적인 전자기스펙트럼 작전 개념을 분석하여, 한국 공군에 적용할 전자기스펙트럼 작전 개념에 대한 정립 방향을 제시한다. 이와 더불어 미국 국방부와 미국 공군의 전자기스펙트럼 우세 전략과 전자기스펙트럼 작전을 위한 조직 구축과정을 살펴보고, 한국 공군의 전자기스펙트럼 우세를 달성할 수 있는 우세 전략 및 전략 목표를 제시하며, 이 논문에서 제안한 전자기스펙트럼 우세 전략을 달성하기 위한 한국 공군의 전자기스펙트럼 작전 조직 구축 방안을 제시한다. 최종적으로 이를 바탕으로 한국 공군의 전자기스펙트럼 작전 구축과정에 대한 종합적인 발전 방향을 제안한다.|Electromagnetic spectrum(EMS) is an essential element commonly deployed in airforce fields for carrying out modern warfare, such as electronic warfare, information collection, communications, and situational awareness. And the scale of battlefield superiority, which was determined by air superiority, has been changing to EMS superiority. In particular, with the emergence of new electromagnetic weapon systems based on the air and space, which are highly dependent on the EMS, each weapon system that performed independent tasks in the conventional warfare is now connected through EMS to perform complex tasks in a convergent form. And it has become a key factor in determining the success or failure of airforce military operations in modern warfare. Therefore, the Republic of Korea (ROK) Airforce also needs to establish a new electromagnetic spectrum operations(EMSO) that integrates and expands the concepts of electromagnetic warfare and electromagnetic spectrum management operations. In this thesis, we propose a concept of EMSO and superiority strategy of EMSO for the ROK Airforce and a plan for establishing an EMSO system for the ROK Air Force to accomplish its superiority strategy. First, we analyze the concept of EMSO and detailed concept of Airforce EMSO, focusing on the United States, which presented the concepts of EMSO for the first time. Based on this, we present future directions for establishing the concept of EMSO to be applied to the Korean Air Force. Furthermore, we examine the EMS superiority strategy for U.S. Department of Defense and the U.S. Air Force and organization process for EMSO. Then, we suggest the superiority strategy and strategic goals of EMS and a EMSO system to achieve the superiority strategy for the Korean Air Force EMS. Finally, we propose a comprehensive development direction for the Korean Air Force EMSO building process.
