Abstract
The public rental housing was introduced to solve the housing problem for the low-income class and to solve the housing problem. the public rental housing has changed from the past method of supplying large-scale complexes on the suburbs of the city to various types of rental housing that can be supplied at lower cost in the downtown area to prevent stagnation for the low-income class. The purpose of this study is to confirm whether the diversification of the public rental housing’s supply type has actually affected the residential satisfaction. and to present policy suggestions for improving the residential satisfaction by analyzing the relevance between residential satisfaction and social factors regarding to the types of public rental housing. For the study, the types of public rental housing were classified into ‘purchased rental housing(hereinafter“PRH”)’, ‘low-income complex type (hereinafter “LCT”), ’middle-income complex type(hereinafter(“MCT”) and ’ social mixed type(hereinafter(“SMT”)’ through the review of public rental housing policies and literature review. the “2017 Seoul Public Rental Housing Tennts Panel Survey” was used as raw data for the study. Through literature review on residential satisfaction in public rental housing, ‘location factors’. ‘housing characteristic factors’, ‘social factors’ and ‘personal characteristics factors’ were derived as factors based on 20 sub-parameters. and the ordinal logistic analysis was conducted to analyze the factors influencing residential satisfaction of the four groups, and the main findings were as follows. First, ‘PRH’ is only ‘ he existence of a neighbor who can ask for help’ was found to be a influencing factor among social factors, and it confirmed that it had the highest influenced factor. Second, ‘LCT’ is ‘neighborhood relationship’, ‘participation experience of resident organization’, ‘use of community facilities’, ‘neighbor conflict’ and ‘discrimination experience’ were found to be influencing factors among social factors, and it confirmed that ‘neighborhood relationship’ was the highest influenced factor. Third, ‘MCT’ is only ‘neighborhood ralationship’ and ‘discrimination experience’ were found to be influencing foactor among social factors. however, in ‘MCT’ social factor were not highest. the most influenced factor was found to be ‘resting green space’ among the housing characteristics factor. Fourthm In ‘SMT’, ‘participation experience of resident organization’, ‘ neighborhood relationship’ and ‘discrimination experience’ was found to be influencing factors among social factors, and ‘participation experience of resident organization’ was confirmed the highest influenced factor. furthermore, as a result of analysis of factors affecting residential satisfaction by types of public rental housing, it was found that improvement of housing characteristics factors and location factors was an important factor that had a positive(+)effect on residential satisfaction in all types. As a result of this study, according to the type of public rental housing, there were differences in the factors affecting the residential satisfaction, and it was confirmed that the social factors affecting the residential satisfaction were different up to tenant’s income and the types of public rental housing. Policy suggestions regarding the results of this study as follows: First, in the case of large-scale complex public rental housing where lower-income tenants live(LCT), a supply policy that considers housing characteristics and location improvement and social factors in necessary to improve residential satisfaction. Second, in order to improve residential satisfaction for higher income ‘MCT’ and ‘SMT’, a supply policy focusing on social factors rather than housing characteristics improvement is required. Additionally, in order to improve the residential satisfaction by solving the social exclusion issue of large- sacle complex-type public rental housing, it is necessary to continuously supply distributed public rental housing such as ‘PRH’, and to contrive policy support measures need|저소득층 주택난 해소와 주거문제 해결을 위해 도입된 공공임대주택은 과거 대량으로 도시외곽에 공급하던 방식을 탈피하기 위해 저소득층 슬럼화 방지와 생활권 근거리 저렴한 임대료로 공급할 수 있는 다가구 매입임대주택 방안과 같은 다양한 유형의 임대주택으로 변화하였다. 본 연구는 공공임대주택의 공급형태의 다변화가 실질적으로 공공임대주택 입주자의 주거만족도에 영향을 미쳤는지 확인하고, 공공임대주택의 임대유형별 주거만족도와 사회적 요인과의 관계를 분석하여 임대주택 임대유형별 거주자의 주거만족도 향상을 위한 정책적 시사점을 제시하는데 목적이 있다. 연구에 앞서, 공공임대주택의 정책과 선행연구고찰을 통해 공공임대주택의 임대유형을 다가구매입형ㆍ임대단지형(소득1분위ㆍ소득2~4분위)ㆍ분양임대혼합형으로 구분하였다. 연구를 위해 ‘2017 서울시 공공임대주택 입주자 패널조사’ 자료를 활용하였다. 공공임대주택의 주거만족도에 관한 이론과 선행연구 고찰을 통해 주거만족도 영향 요인으로 ‘입지적요인’, ‘주거특성요인’, ‘사회적요인’, ‘개인특성요인’ 으로 도출하였으며, 임대유형별 주거만족도와 사회적 요인을 차이비교하기 위해 one-way ANOVA 분석을 실시하였다. 또한 임대유형별 주거만족도 영향요인 분석을 위해 순서형 로지스틱 회귀분석을 실시하였다. 주요 연구 결과는 다음과 같다. 첫째, 다가구매입형은 ‘도움을 청할 수 있는 이웃 존재여부’만이 사회적 요인 중 유의한 영향 요인으로 나타났고, 가장 큰 영향을 미치는 것으로 확인되었다. 소득1분위 임대단지형은 ‘이웃관계’, ‘주민조직 참여경험 유무’, ‘커뮤니티시설 이용여부’, ‘이웃갈등’, ‘차별경험’이 사회적 요인 중 유의한 영향요인으로 나타났고, ‘이웃관계’가 가장 큰 영향을 미치는 것으로 나타났다. 소득2-4분위 임대단지형은 ‘이웃관계’와 ‘차별경험’만 사회적 요인 중 의한 영향요인으로 나타났다. 가장 큰 영향을 미치는 요인은 주거특성 요인 중 ‘휴게녹지공간’인 것으로 나타났다. 분양임대혼합형은 ‘주민조직 참여경험 유무’, ‘이웃관계’, ‘차별경험’이 사회적 요인 중 유의한 영향요인으로 나타났고, ‘주민조직 참여경험 유무’가 가장 큰 영향을 미치는 것으로 나타났다. 또한 공공임대주택 임대유형별 주거만족도 영향요인 비교분석에서 모든 임대유형에서 주거성능 요인과 입지적 요인의 개선은 주거만족도의 양(+)의 영향을 주는 중요한 요인으로 나타났다. 이에 따라 본 연구 결과는 공공임대주택의 임대유형에 따라 거주자의 주거만족도 영향요인에는 차이가 있으며, 임대유형과 입주자의 소득에 따라 주거만족도에 영향을 주는 사회적 요인이 상이한 것을 확인할 수 있었다. 임대유형별 주거만족도 개선을 위한 정책적 제언은 다음과 같다. 첫째, 소득이 적고 대규모 단지형 공공임대주택의 경우 주거만족도 개선을 위해서는 주택성능개선과 사회적 요인을 고려한 공급정책이 필요하다. 둘째, 소득이 높은 분양임대혼합형과 소득2-4분위 임대단지형의 주거만족도를 개선을 위해서는 주택성능개선보다는 사회적 요인에 집중한 공급정책이 필요하다. 마지막으로 대규모 단지형 임대주택의 주거만족도 개선을 위해서는 사회적 배제 문제를 최소화하거나 해소할 수 있는 분산형 임대주택의 지속적인 공급과 정책적 지원방안이 강구가 필요하다.
