국가R&D분야에서의 감사가 소극행정에 미치는 영향에 대한 탐색연구

Abstract

본 연구는 국가R&D분야의 감사가 관료제의 책무성을 확보하고 관료병리적 행태를 방지하려는 목적을 가지고 시행되고 있으나, 오히려 감사 조치로 인한 결과가 관료제 역기능으로 대표되는 소극적인 행태로 발현됨을 입증하려고 하였다. 이를 위해 R&D분야에서 감사가 초래하는 소극행정에 대하여 조작적 정의를 하고 관료제의 역기능과 소극행정의 특성을 분석하여 공통 현상에 대한 분석적 개념을 제시한 후 관련 사례를 탐색하였다. 또한, 과학기술정보통신부 및 관련 기관에 대한 국가R&D감사 중 국정감사, 감사원 감사, 과학기술정보통신부 부처감사 결과들을 간추려서 확인하였다. 그 결과 감사는 관료들의 성실하고 적극적인 근무자세를 조성하는 데에 핵심적인 역할을 할 것이라는 기대와 달리 일선 정책수립･집행현장에서 관료들의 묵종적 행동, 방어적 행동, 무행동 등 자기제어적 소극행동을 야기하는 것을 상당수 확인하였다. 본 연구는 국가R&D분야에서의 소극행정으로 설명이 가능한 행태가 몇몇의 분석적 개념의 기준으로 찾아진다는 점에서, 아이러니하게도 소극행정의 여파가 R&D정책의 특수성이 있기 때문에 관련 R&D정책수행에 심각한 영향을 미칠 수 있는 여지는 충분한 것으로 판단될 수 있음을 보였다. 이를 통해 국가R&D감사가 초래하게 되는 소극행정들을 약간이나마 예방하고 그 영향을 낮추는 것이 왜 중요한지에 대한 대답을 다소라도 제시했을 것이라 기대한다. This study was conducted with the aim of National R&D Audits to ensure the accountability of bureaucracy and to prevent bureaucratic behavior, but rather to prove that the results of audit actions were expressed as passive behaviors represented by bureaupathology. To this end, the related cases were explored after presenting analytical concepts of common phenomena by providing operational definitions for the passive administration caused by audits in the R&D sector and analyzing a dysfunction of bureaucracy and characteristics of passive administration. Moreover, among the national R&D audits for the Ministry of Science and ICT and related organizations, the results of the Parliamentary Audit, the Audit of Board of Audit and Inspection(BAI), and the Ministry audit by Ministry of Science and ICT were summarized and confirmed. As a result, unlike expectations that the audit would play a key role in creating a sincere and active working position, it was found that it caused self-controlled passive behavior such as defensive behavior, silent behavior, and inaction at the establishment and execution of policies. This study showed that behavior that can be explained by passive administration in national R&D can be found by some analytical concepts, also ironically, the special nature of the R&D policy has shown that room for the fallout of the passive administration to have a serious impact on the implementation of related R&D policies can be judged to be sufficient. I hope this has given some answers to why it is important to prevent even a little bit of the passive administration that the National R&D Audit is causing.
