The Effects of Public Welfare Expenditures on Economic Growth

Abstract

이 논문은 2007년부터 2018년까지 중국의 287개 도시의 지역생산총액, 사회보 장지출, 교육지출, 의료위생지출, 고정자산투자, 취업인구, 실업률 및 기타 재정지출 등 패널데이터를 이용하여 교육지출과 의료지출 및 사회보장지출이 경제성장에 미치 는 영향을 추정하였다. 본 연구에서는 Cobb-Douglas 생산함수를 이용하여 3가지 복지성 재정지출이 경제에 미치는 단기적인 영향을 추정하고 distributed lag model 을 이용하여 장기효과를 관찰하였다. 또한 동부와 중부, 서부의 차이와 1선부터 5선 도시의 차이도 관찰하였다. 그 결과 복지성지출은 경제성장에 단기적으로나 장기적 으로 긍정적인 영향을 끼치며 각 지역에서의 차이도 존재한다는 것을 발견하였다|This paper analyzes the effects of welfare expenditures on economic growth, based on panel data of 287 cities in China from 2007 to 2018, including Gross regional products, social security and employment expenditures, educational expenditures, medical expenditures, total asset investment, employed population, unemployment rate and other financial expenditures. In this study, the short run effects of the welfare expenditures on the economic growth were estimated using the Cobb-Douglas production function, and the long run effects were observed using the distributed lag model. In addition, the difference between the eastern, central, and western regions and the differences between Tier 1 to Tier 5 cities were also analyzed. As a result, it was found that welfare expenditure has a positive effect on economic growth in the short term and in the long term, and that there are differences in each region.
